PURPOSE: Update and identification of key issues on the Preserve Planned Development in
preparation for joint meeting with the Town of Hillsborough Board of Commissioners on January 31,
2001.
BACKGROUND: Preserve Planned Development was submitted in June, 2000 as a rezoning and
special use permit and is within Orange County's jurisdiction.
The BOCC had a brief presentation on this project in October, 2000.
FINANCIAL IMPACT: The project has considerable fiscal impact.
RECOMMENDATION(S): The Manager recommends that the Board hear the report and offer
comment.

Preserve Planned Development (PD)
(470 acres, 612 homes)
Key Issues
(1) Scale - The project would be the largest development proposal submitted in Orange County at
470 acres. Positive and negative issues can arise.
(2) Rezoning Development Plan - A mixed use project of various density housing with
commercial and community center components is unique.
(3) Traffic -Traffic impact is a major issue. The mixed use nature can reduce external trips.
Traffic improvements on NC 57, NC 86 and US 70 are warranted.
(4) Affordable Housing - Various size lots and houses can provide lower cost options as well as
lifestyle options. The applicant should respond more clearly to their program..
(5) O en Space - Planned development provides clustered housing and increases in open space,
in this case, 200 acres.
(6) Location
(7) Water and Sewer - Issue to be addressed by the Town of Hillsborough. Water and sewer is
on site at Pathways Elementary School.
