Charge of the OUTBoard(from Section 1, Part C of the adopted Rules and Procedures)
1. The OUT Board is charged with advising the Board of County Commissioners on the
planning and programming of transportation infrastructure improvements and other
County transportation planning initiatives, as directed by the Board.
2. From time to time the OUT Board may be directed to provide input on regulations on
which the Planning Board has primary statutory and local ordinance advisory duties. In
such instances, the OUT Board shall serve in an advisory capacity to the Planning Board.
Meetings (from Section IV, Part C of the adopted Rules and Procedures)
C. Date, Time, and Location of Regular Meetings
3. Regular meetings of the OUT Board shall be held as needed to address items that
require Board action consistent with its Charge and Duties identified herein. Meetings are
held on the third Wednesday of the month. The start time and location of the meeting
shall be included on the agenda and shall typically be 6:30 p.m. at the Orange County
West Campus Office Building located at 131 West Margaret Lane, Hillsborough. The OUT
Board Chair, in consultation with staff, shall have the authority to change the start time
and location of a regular meeting to meet any special circumstances, provided the
information is included on the distributed agenda.

29 David Laudicina: I have some, line 519 should be changed from Old 86 to NC 86 and that line 550 should be changed to Old

32 Heidi Perry: It's written in a weird way but line 576 it should say one of the reasons for not approving the US 70 project was to
33 find better ways to keep trucks on the interstate. Then 582 motion by Heidi Perry to not recommend.

42 Theo Letman reported on the Orange County Public Transportation projects and updates to the transit program including
43 information on new software.

45 Heidi Perry: What is the platform for the user interface for the citizens?

47 Theo Letman: Ecolane is the company that provides the software the third party is still in negotiations. It is a different
48 platform from Chapel Hill Transit.

55 Beverly Scurry: I work with the Health Department and we're interested to see if the transit plan has any recommendations on
56 a department like ours, that recognizes the need for transportation and how that is connected to help outcome, can assist in
57 any way with getting the word out about your services or help get folks connected. Payment for rides, whatever if there are
58 any recommendations on how any agency or community can assist in anyway.

60 Theo Letman: We welcome any type of publicity we can get. I will work with your boss, director on a number of initiatives
61 expanding our marketing capabilities. I work closely with Janice and the Department on Aging and Lisa Berley and also we
62 have Serena McPherson at DSS, we welcome any assistance you can provide in getting the word out. Plus, that new loop,
63 the Hillsborough Circular will try to have a stop here at the Health Department.

65 Heidi Perry: Is there any discussion of expanding the hours of the buses going to Chapel Hill and back?

67 Theo Letman: I have not talked with Brian Litchfield but in talking with GoTriangle,they are always looking at the performance
68 of all the routes and there are going to be some changes coming to the 420. 1 am not sure what yet.

70 Heidi Perry: What was the expectation of the Orange-Alamance bus that didn't succeed of where those people would be
71 going and to and from.

73 Theo Letman: That route is actually the GoTriangle ODX route and we just operated it in the mid-day and we routed it through
74 Hillsborough hoping to get some ridership in the mid-day. One problem we encountered with the outlet was that they would
75 not let us bring our bus in there. We requested many times and were flat out denied so there was no cooperation there. 1
76 think that was an impediment to the popularity of the route.

78 Lisa Berkley: When you are looking at new vehicles are you taking into account transportation for individual who needs a
79 wheel chair but has a frailty that involves having a lot of pain so going to doctor appointments on a bus is not good for this
80 individual, I am describing one person in particular but I have run across this with others. He has had to hire private
81 transportation which is very expensive. I am wondering if you are looking at any van transportation that is wheel chair
82 accessible that would be less bumpy and could possibly be more direct in the future.

84 Theo Letman: We haven't as of yet and what you're referring to is what we would call a stretcher service. We have had
85 clients in other locals that I've worked at where the person isn't in a wheel chair they are actually on a stretcher. They suffer
86 from paraplegia and so they can't move so we have to accommodate them with a large enough vehicle almost like an
87 ambulance to transport them. Those vehicles are expensive but if there is a need in our county, I can definitely look into that.

89 Art Menius: I was going to ask about more public transportation in the north part of the county especially the northeast.

91 Theo Letman: We are definitely going to focus on that. When we do our pilot program that will be one of the areas we start
92 with.

97 Abigaile Pittman reviewed the Bicycle Safety Implementation Subcommittee report and reviewed recent activities of the
98 subcommittee including Public Service Announcements, a Facebook Page and the Bicycle Rodeo.

102 Abigaile Pittman: 14,there is another one coming that they missed so there will be 15 in total.

106 Abigaile Pittman: I do have it, I will email it. I was also asked to co-locate some with the signs for the rural buffer.
107 Additionally, Todd McGee may get additional rural buffer signs next year and if so he will install the taller poles so we can
108 hopefully add more of our bicycle safety signs to those in the future.

131 Heidi Perry: I looked back and it is the project shown with bike lanes and sidewalks but part of the requirements for it is
132 Hillsborough and Orange County to have an agreement about sidewalk maintenance,where does that stand?

134 Abigaile Pittman: It is not forgotten but part of the problem with reaching any kind of agreement is nobody knows what the
135 cost would be to put it in, what are they all agreeing to, not just the maintenance but the shared costs, etc. They don't have
136 enough details to move forward in making an agreement.

138 Heidi Perry: I would like to see it done,we've been trying to get it done for three years. The agreement.

140 Abigaile Pittman presented a news release by NCDOT titled "Funds Breathe New Life Into Safe Routes To School Program"
141 She will be sending it out to the OUTBoard.

143 Matt Day: My understanding is the concept for this is to essentially replace the active routes to routes to school funding that
144 had been in place for the last several years that came through Health and Human Services. Now this is DOT funding to
145 essentially replace that funding that has now gone away. That program had regional coordinators that worked with people in
146 each region and I think the intention is they are hoping something similar to that will continue on and folks will partner together
147 if there's some type of service like that.

149 Todd Jones: I am happy to serve as a liaison to the county schools. When we get to the point where we want to make some
150 proposals and get some partnership,just let me know.

152 Randy Marshall: I have noticed that the center line reflectors have disappeared and are not being replaced. Is there any
153 thought in getting those included in the County's resurfacing projects,they are a significant safety issues for minimal cost.

PURPOSE: Biannual opportunity for OUTBoard members to submit suggestions for
identification of North Carolina Department of Transportation (NCDOT) to begin generating a
list of projects for future small transportation projects.
BACKGROUND: At the April 17 OUTBoard meeting the members received a presentation
by Chuck Edwards, NCDOT Division 7 Engineer regarding potential non-STIP funding
sources for small transportation projects (Attachment 1). Programs outlined in Attachment 1
include:
• High Impact-Low Cost Program - A state funded program subject to quantitative
criteria to deliver localized roadway improvements deemed to have substantial benefit
while minimizing cost and project delivery time. Examples of potential project types
include: intersection improvements; signalization; widening of lanes and resurfacing;
and pavement strengthening.
• Spot Safety Program - A state funded program to deliver smaller localized
improvements to address identified safety and operational issues. Examples of
potential project types include: horizontal and vertical alignment improvements; sight
line improvements; signalization improvements; paved shoulders; rumble strips;
enhanced signing, markings, markers; intersection flashers; all-way stops; and
guardrails.
• Hazard Elimination Program - A federally funded program essentially the same as
Spot Safety Program but typically used for projects with higher costs and longer
delivery timeline. Examples of potential project types are the same as for the Spot
Safety Program but generally higher cost and longer duration.
• Spot Mobility Program - A state funded program to deliver smaller localized
improvements to address identified congestion and operational issues. Examples of
potential projects types include: turn lanes; signalization to improve side street
operation; modification of signal phasing/timing to improve efficiency; lane widening;
and off-site improvements at public and private schools subject to NCGS 136-18(29a).

• Annual Maintenance Resurfacing, a state funded program for the repair and
resurfacing of existing pavements to provide for acceptable operation and
maintenance condition. Widening of existing travel lanes and/or installation of paved
shoulders possible where warranted but limited to no more than 10% of program.
Projects selected are based on relative ranking of biennial pavement condition survey,
engineering judgement and local jurisdiction input.
Common characteristics of projects outlined in Attachment 1 include:
• Projects that require right-of-way acquisition or utility relocations are not good
candidates;
• Projects are expected to be performed or under contract within 12-24 months of
funding approval;
• Projects over $250 K typically require resolution of support from local elected body;
• Most project program funding can be paired with other funding sources; and
• Most projects subject to Board of Transportation (BOT) approval.
Throughout each fiscal year, opportunities may arise for Orange County to submit small
transportation projects to NCDOT. The turn-around time between NCDOT notification of
requested projects or project review and the deadline for submission is typically very short
and rarely allows sufficient time for full OUTBoard review and discussion. Developing the
small transportation project lists as an ongoing process will allow Orange County to have
greater input in addressing the County's small transportation issues.
The Planning staff is requesting OUTBoard members assist staff in developing such a
potential project list by providing input at this time regarding needed small transportation
improvements, using the examples provided in Attachment 1 as a reference. OUTBoard
members represent and reside in all areas of the county, and typically are more familiar with
the roads they travel than staff. Staff has developed its Draft Running List of Small
Transportation Projects (Attachment 2), also provided for your reference.
No project is too small to identify. NCDOT has a maintenance yard and staff in Orange
County that can:
• Fix pot holes;
• Maintain ditches and culverts;
• Fill cracks in roadway surfaces; and
• Maintain line of sight in critical areas like intersections.
While formal small project requests will be discussed by the OUTBoard on a biannual basis,
feel free to send possible projects to staff at any time to be added to our running list.
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff recommends that the OUTBoard provide input at this time
regarding needed small transportation project improvements.

This memorandum provides a brief summary of the Burlington-Graham Metropolitan
Planning Organizations (BG MPO) Metropolitan Transportation Plan (MTP) update
process.
Background
VHB has been selected by BG MPO staff to update the MPO's MTP. They conducted
their kickoff meeting Wednesday, April 17, 2019. The plan will list specific projects
geared toward realizing the MPO's vision over the next 25 years. It is an update from
the previous 2040 MTP which was adopted August 2015.
Schedule:
VHB will conduct a 16 month planning process and the MPO is schedule to adopted it
fall 2020, following Federal Highway Administration review and approval. The schedule
is as follow:
• Phase 1: Assess Existing Conditions - March - June 2019
• Phase 2: Assess Future Conditions & Potential Improvements - May - October 2019
• Phase 3: Develop Recommended Plan - October 2019 - May 2020
• Final Plan Approval by FHWA - June - August 2020
• Key Public Involvement Points - June 2019, December 2019, February 2020
First public workshop is planned for Mid-June in Graham, detail information will be
provided when venue is secured.
