HomeMy WebLinkAboutPRC meeting notes 030619 Orange County Parks and Recreation Council Meeting Summary Date: March 6, 2019 Place: Environment and Agricultural Center Conference Room PRESENT: Tori Williams Reid; Haywood Rhodes; John Greeson; Gina Reyman; Tim Tippin; Haywood Rhodes; Robert Robinson; Bob Smith; Michael Zelek ABSENT: Kim Manturuk; Rachel Cotter STAFF: Lynn Hecht; David Stancil I. Call to Order: The meeting was convened at 6:32 pm. Roll was called. II. Additions or Changes to Agenda, Meeting Summary: February notes were reviewed. No comments were made about the notes. III. Report of the Chair: Membership/Vacancies: Cedar Grove and Cheeks Townships both still have vacancies. The group was presented with an application for Cheeks Township. Timothy Braddy was discussed and recommended for the Council. Tippin noted that he is a soccer coach. Williams Reid made the nomination to recommend Braddy for appointment, and all voted in favor. The Council asked that the letter of nomination mention that the Council still wants to wait to get a person from Cedar Grove, hoping to recommend a nominee who provides diversity in the way of race or gender. IV. New Business a. Election of Chair and Vice-Chair. Stancil included a description of these positions. Reyman moved that Rhodes be elected chair and Tippin seconded the motion. Rhodes agreed to accept the position. All members voted in favor. For Vice-Chair, Robinson nominated Greeson and Smith seconded the motion. Greeson agreed to accept the position. All members voted in favor. Rhodes asked Williams Reid to continue chairing the remainder of the meeting. b. FY 2019-20 Outside Agency Funding Requests: Three requests were reviewed. Staff outlined the process the Council is asked to follow and the role they plan in the Manager's recommended budget for these groups. The groups were: Triangle Bikeworks; Big Brothers, Big Sisters, and Bridge II Sports. The group discussed Triangle Bikeworks first. Robinson liked that they are the only ones not giving themselves as high a raise as some of the other groups. The group noted that the application's information did not match the rubric for scoring. Big Brothers and Big Sisters were next evaluated and discussed. Finally, the Bridge II Sports application was reviewed at some length, This organization was applying for a new program with no past history, so the group decided to use the new agency scoresheet. V. Old Business a. The Joint Advisory Board meeting —The Town of Hillsborough will host the meeting on April 23, 2019. Location to be determined. It was noted this is a Tuesday night, which is an Orange County Rec Soccer night, which will make attendance difficult for several persons. Those able to attend were encouraged to do so. b. Blackwood Farm Park Preconstruction Update. The architects are working on early schematics. The designs are awaiting a last look for the best location for a septic system on the site. Initial drawings are expected in late-March, and a first disc golf information session will follow. The project is still on schedule to begin construction in the late-fall of 2019. VI. Report of the Director a. Updates on Other Projects, Facilities & Programs. In light of the hour, Stancil provided a quick overview of the Mountains to Sea Trail work, noting some land acquisitions for the trail are coming soon. VI I. Council and Committee Reports a.
