Meeting Minutes, March 5, 2019

CALL TO ORDER by Vibeke Talley, Chair
• Members Present: Martha Bell, Jerry Ann Gregory, Vibeke Talley (Chair), Autumn Cox
(Ombudsman), Stephanie Miller, Annie Deaver (Orange County DOA), Stephanie
Boswell, Bill Morgan
• Members excused: Carol Kelly, Susie Deter, Karen Macklin
OLD BUSINESS;
• Discussion/Approval Minutes Jan 8, 2019, 2018: Approved
NEW BUSINESS
• Membership:
Terms Expiring
o Karen Macklin: term is expiring and Karen requests not to be reappointed. Committee
thanks her for her years of service.
o Stephanie Miller: term expiring soon and requests reappointment.
o Susie Deter: term expires in June 2019 after 7 years of service.
New Member: Bill Morgan’s application has been approved by County Commissioners
• Long Term Care Advocacy Day – April 3, 2019
Committee members are encouraged to participate and meet with legislators to advocate
for nursing home residents. One topic may be to raise the personal needs allowance from
$30/month for residents receiving Medicaid.
• Site Visit Reports
• Brookshire: Accepted as written. One comment: the facility will switch from 8 hour
to 12 hour shifts next month.
• Carol Woods: Accepted as written.
• Parkview: Accepted as written. Committee visitors noted a low census. Most
residents were in bed after breakfast. One resident was noted to be in a bed raised
high from the floor; when the call light was rung it was promptly answered, yet the
bed position prompted questions to Autumn re: safety. Other items noted in the
Areas of Concern were satisfactorily reviewed with the Director of Nursing.
• Signature: Accepted as written; concern re: closet with biohazard sign unlocked;
had been previously noted in other visits.
• Pruitt: Accepted with changes.
• Revised Assignment Sheets: Due to member changes, Vibeke revised the assignment
sheet and provided copies to members.
• Ombudsman Report (Autumn Cox, Ombudsman)
• Autumn will forward further information about the Advocacy Day to all committee
members.
• The office has received 4 applications for the Adult Care Home Committee. She
continues to encourage us to recruit members for our committee.
• On 3/21 there will be a meeting to bring together all facilities in our county to gather
ideas about Nursing Home Disaster Planning. While not required; all facilities in
Orange County, including Family Care, Nursing Home, and Assisted Living/Rest
Home have such plans.
• She has handled recent complaints from facility residents re: food, staff attitudes, and
discharge of residents
• Elder Abuse workshop on May 22, 9am to 2pm. Further information will be
forthcoming.
• Department on Aging (Annie Deaver)
• Staff Updates: Kathy Kearns, Financial Administrator is retiring; Ansha Gupta will be
the new financial administrator. Other new members of the DOA and SW Aging
Transition staff are: Shenae McPherson, has been appointed Volunteer Division
Administrator and Tiffany Sommers, Dept of Social Services/Social Worker.
• The planned Respite Group at the Senior Center to assist caregivers will begin before
this fiscal year closes, it is currently in the planning phase, this group will be a new
co-op group model
• Reminders:
o Quarterly Activity Reports Due: April 2019
o Quarterly Site Visits due when completed; please provide to both the Ombudsman
and Committee Chair
o Next Meeting: Tuesday, May 7, 2019, 5:30pm
