Meeting Summary
MEMBERS PRESENT: Maureane Hoffman (Chair), Molly Mullin (Vice-Chair), Evelyn
Daniel, Susan Elmore, Casey Ferrell, Beth Grooms, Amanda Schwoerke (Secretary), Bryan
Stuart, Edmund Tiryakian, Lucia Welborne
MEMBERS ABSENT: Diane Obeid, Lee Pickett, Lisa Wells
STAFF PRESENT: Bob Marotto (Animal Services Director), Andi Morgan (Animal Services
Asst. Director), Rachel Plast (Administrative Assistant), Anne-Marie Tesco (County Attorney)
Call to order: 6:32 p.m
Review and adoption of the Agenda: approved, after adding a new agenda item (about the
Family Fun Fest!, an Animal Services event), and removing the informational items (about field-
services and sheltering statistics) from the agenda
Summary of April 17, 2019, meeting: approved
Review of public participation guidelines: Not reviewed
General Public Comments on items not on agenda: None
Membership Updates:
• The ASAB welcomed new members, Casey Ferrell and Lucia Welborne
• New-member orientation is set for the beginning of May
Animal Services Advisory Board Updates:
Old Business
• 2018-2019 ASAB Annual Report and Work Plan:
o Bob Marotto and Maureane Hoffman presented the work plan at the most recent
Board of County Commissioners (BOCC)meeting
• Draft BOCC Memo on Cat Concerns
o Per the ASAB's new protocol on items brought forth from residents and others,
Bob Marotto presented a draft memo to the BOCC informing it of the ASAB's
actions with respect to a resident's concern about free-roaming cats
o ASAB members asked questions about the draft
o On motion, the ASAB voted to forward the memo to the BOCC
0 Progress Report of the Wild and Dangerous Animal Task Force
o Bryan Stuart (task force chair) reported on the amendments to Sec. 4-182,
Division 5,proposed by the task force
o Task force member Edmund Tiryakian read a statement voicing disagreement
with some aspects of the draft, and proposing a mechanism by which residents
could ask for exemptions to any prohibitions
o Anne-Marie Tesco presented draft amendments to the enforcement provision of
the ordinance, which she and Bob Marotto have been working on
o The ASAB began a spirited discussion of the proposed amendments. Among
other things, the ASAB discussed how to proceed procedurally, such as bringing
in experts to present, hosting listening panels for community members, etc.
o Upon motion, the ASAB voted to expand the Task Force to include Beth Grooms
and Evelyn Daniel as new members
o Also upon motion, the ASAB approved the following plan:
■ The expanded Task Force will create a second draft of its proposed
amendments, based on the issues raised during the meeting
■ The Task Force will clarify its definition of"dangerous" animals
including epidemiological issues, etc.
■ The Task Force will create a proposed procedural plan for moving
forward—including more ASAB discussion, expert involvement, possible
listening sessions with community members, etc.
New Business
■ Family Fun Fest!
o Bob Marotto introduced a new Animal Services event, the Family Fun Fest!,
which will take place on May 18, 2019, in Fairview Park in Hillsborough
o Animal Services wants to ask the BOCC for permission to use money from its
connnulity-giving fund on a mobile veterinary clinic for this event. Bob Marotto
asked for the ASAB's support when Animal Services approaches the BOCC for
approval.
o ASAB members asked questions about the event, the costs of hiring a mobile
clinic, and the community-giving fund
o On motion, the ASAB approved lending its support to Animal Services' request

• The meeting was adjourned at 8:25 p.m. The next meeting is May 15, 2019, at 6:30 p.m.,
Orange County Animal Services Center.
