Advisory Board on Aging
MINUTES
Tuesday, March 12, 1-3 p.m.
Seymour Center
PRESENT: (Board Members) Peggy Cohn, Colin Austin, Vibeke Talley, Heather Altman
(Staff) Janice Tyler, Shenae McPherson, Anshu Gupta, Annie Deaver, Beverly Shuford
Board Members Absent: Mary Altpeter, Keith Cook, James Harris, Alicia Nelson, Richard White, Michael Zuber
1. Introductions and Announcements
a. Shenae McPherson our new VC 55+Administrator, and Anshu Gupta, our new Business Officer
b. Beverly Shuford replacing Kathie Kearns as the Advisory Board on Aging secretary
c. Kathie Kearns retired last week but will be coming back to work part-time in the future
d. The now vacant VC 55+Volunteer Coordinator position has been posted internally & externally
and will close on Wednesday, March 20.
i. Qualifications: Prefer background in human services. Needs experience working with and
coordinating volunteers. Must be extremely innovative and self-directed
2. Approval of Minutes— February 12, 2019
a. No quorum, therefore, the minutes could not be approved
b. Any other Agenda items- None
c. Director's Report
3. Staff Updates—See 1(a-d)
4. Participated in the NC Coalition on Aging's Advocacy Day
a. Janice went to the General Assembly and visited 25-30 legislator offices. Governor's budget was
released with no additional funding for aging services. NC Coalition on Aging is supporting a bill
to push for an additional $7million for the Home & Community Care Block Grant
b. Tommy Goldsmith, NC Health News, wants to interview a family that receives home care
services.
5. NC Association on Aging Conference, Asheville, NC, March 13-14
a. Kicks off with the Senior Center Leadership Symposium on Wednesday. Ann Johnson
Leadership Program graduates, Cydnee Sims, Robin Bailan, Terry Colville, and Dawn Smith will
be in attendance
6. 10th Anniversary Celebration of the Passmore Center, April 5, 10-11:30 a.m.; mark your calendars
7. TJCOG-AAA Annual Monitoring visit— March 20
a. Next week Aging Transitions will have a pre-monitoring visit with Ellison to prepare for the
official visit.
8. Quarterly Faith Based Outreach Breakfast on March 19, 9a.m. at UNC Healthcare Hillsborough. 155
faith-based organizations have been identified; VC 55+ is working to update contacts; a representative
from each organization are invited to the quarterly breakfast. An educational/informational
component is offered at each breakfast. The March breakfast educational session, Let's Talk about
Mental Health, will be offered by Cardinal Innovations.
New Business
9. Seymour Center Renovation Update
a. Anticipating that our renovation plan will be out for bid on Monday, with responses back by
April 30. A pre-bid meeting is also being held. The plan is to start Seymour remodel in June.
10. Board Chair to attend BOCC meeting this evening
a. Peggy Cohn to report at BOCC meeting
11. Outside Agency Applications Review
a. Vibeke Talley & Mary Altpeter are reviewing and scoring Outside Agency applications.
b. Of special note: A new applicant is Hope Renovations, a trades program for women—to help
underemployed women learn construction trades; also will work with our Handy Helper
program. Since this is a work training program the DSS Board will review this application.
12. 2019-20 Budget
a. Submitted, requested $2000 for translator work (Burmese/Karen)
b. Capture our performance outcomes to see that we are meeting our goals. We will add to what
we already capture: 1) Aging in place/in community outcomes, 2) How many OT & home visits,
and 3) Success keeping individuals out of LTC.
c. Recent VC55+ survey revealed excellent results. Survey focused on how volunteering impacts
your life mentally, socially and physically. 100 volunteers completed the survey. The reviews
and scores were very positive
13. School of Public Health Summer Practicum project
a. MAP Goal 7: Ensure the community has accessible and affordable resources to support
individual health and wellbeing goals throughout the aging process
i. Posted two UNC— MPH student internship projects to be supervised by Melissa Hunter,
MSW
1. Patient Navigator
a. Provide volunteer doctors, nurses, medical students and trained lay
volunteers to assist older adults navigate healthcare system, including:
doctor appointments, follow ups, note taking, decipher medical jargon
and ask appropriate questions. Ensure patient is informed and remains in
control of their healthcare decisions
b. Create training; develop best practices and guidelines to best serve the
patient; and stay within set parameters to protect volunteer and patient
c. Colin Austin to provide resources and information to ensure patient
autonomy and decision making, as well as resources if a patient needs
additional help. Important that we consider HIPAA regulations &
compliance
d. A Helping Hand provides escorts to medical appointments. Shenae
McPherson will contact them to get more information about their
service, including if they are just providing transport or if they are going
into the appointment with the patient. Get info/guidelines from them so
that we don't duplicate services
2. Mail & Money Management Project
a. Important to clearly understand and communicate what volunteers are
to do, making very clear that volunteers are to assist with basic daily
tasks not to become representative payees
b. Assist with mail management, list/organize bills needing to be paid,
making sure the client writes and mails checks to pay bills. Heather
Altman suggested that we call it, "Bill Organizing"
c. Include Certified Daily Money Managers, "Check Writing" services in our
Community Resource Guide
d. The "Mail & Money Management Project started as result of SALT visits
i. SALT teams reported that clients were overwhelmed with
unopened mail that was not being dealt with
ii. SALT clients asking for people to assist with managing the bills
that are coming in and piling up
e. Research and be sure of parameters and legalities
f. Create an organization system that trains seniors & protects the
volunteer
g. Need legal disclaimer waiver signed by senior's next person closest to
them, HCPOA and/or POA, needs to sign waiver acknowledging that
volunteer is working with their parent or appointer.
2017-22 Master Aging Plan
14. Quarterly workgroup meetings are being held in March
a. All workgroups are meeting this month in preparation for completing the matrix by the end of
the month.
15. MAP quarterly reports to be shared at April and May board meetings
Continuing Proiects
16. Project EngAGE and Senior Resource Teams Update
a. Events: Voluntary Stopping of Eating and Drinking (VSED) event was held on March 7 at the
Seymour Center with 70+ in attendance. The program will be repeated at the Passmore Center
b. Upcoming End of Life program, March 21, 5-7pm, "Let's Continue the Conversation," based on
Conversation Project about End of life choices. Follow-up session on April 18.
c. LGBTQ event— Dinner & movie—April 4 from 6-9 p.m.
d. Now recruiting for the next Project EngAGE class starting Sept. 12, 2019. Accepting nomination
now, contact VC 55+ staff, Shenae McPherson or Melissa Hunter for more information
e. Mental Health Panel Discussion —May 30 from 5-7 p.m. Seymour Center
f. Recruit a Master of Social Work— macro student practicum to review program impact, data and
write future proposal
