PURPOSE: To consider a petition to add two roads, Sheffield Lane and Whitmore Circle, in
Highland Meadows Subdivision, Chapel Hill Township, to the State - maintained Secondary Road
System.
BACKGROUND: Residents on Sheffield Lane and Whitmore Circle have petitioned NCDOT to
accept maintenance responsibilities for those two subdivision roads. Sheffield Lane and Whitmore
Circle are located in Highland Meadows Subdivision (west side of Rogers Road, north of
Homestead Road). Highland Meadows Subdivision (approved by the Town of Carrboro in October
1992) is in the Joint Planning Area in Carrboro's Transition Area.
NCDOT has investigated this request (see attached Secondary Road Addition Report) and has
submitted the petition to the Board. of Commissioners for their review and approval. The Board
must take an administrative action to approve the petition to NCDOT in order for NCDOT to accept
the two roads into the State Maintenance Program.
FINANCIAL IMPACT: There is no direct financial impact associated with this decision item.
RECOMMENDATION(S): The Administration recommends that the Board approve the request to
add Sheffield Lane and Whitmore Circle to the State Secondary Road Maintenance Program.
