HomeMy WebLinkAboutAgenda 05-02-2019 - 8-e - Approval of Budget Amendment #8-A for Repair of the Soltys Adult Day Health Space at the Passmore Center 1 ORD-2019-018 ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: May 2, 2019 Action Agenda Item No. 8-e SUBJECT: Approval of Budget Amendment #8-A for Repair of the Soltys Adult Day Health Space at the Passmore Center DEPARTMENT: Asset Management Services ATTACHMENT(S): INFORMATION CONTACT: Alan Dorman, 919-245-2627 Travis Myren, 919-245-2308 PURPOSE: To approve Budget Amendment #8-A for the repair of the space occupied by the Florence Gray Soltys Adult Day Health Program at the Passmore Center. BACKGROUND: Recently, surface staining that had the appearance of mold was discovered in the fitness room of the space occupied by the Florence Gray Soltys Adult Day Health Program ("Soltys") at the Passmore Center. As soon as these stains were identified, the fitness room was sealed off and the areas of possible mold were contained to ensure the safety of clients and staff. Air and surface sampling was conducted and confirmed the presence of mold on several pieces of furniture and on several places on the west and north walls of the fitness room. Further testing within the wall cavity identified some additional mold. A remediation and repair proposal was developed by a certified remediation contractor based on the report provided by the industrial hygienist that performed the air and surface testing. The underlying cause of the mold in the fitness room is the lack of insulation in the walls that separate the cold air of the Sportsplex ice rink from the warm air within the Soltys' space. This means that the wall surface is cool and allows for condensation, and which has created an environment for mold to grow. The repair will include: • Removal and cleaning of the contents of the fitness room. • Removal of the contaminated sheet rock wall from inside of the fitness room. • Rebuilding the wall with the addition of insulation to help avoid future issues. Total estimated project time from the start of construction is one month. Soltys will continue to provide services during the construction process so every effort will be made to minimize the impact of construction on the Soltys clients and staff. 2 As this project was not anticipated as part of the Capital Projects budget, a budget amendment is necessary to finance this project. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. The repair of the space occupied by the Florence Gray Soltys Adult Day Health Program at the Passmore Center will ensure that it can continue to provide its services to the residents of the County. RECOMMENDATION(S): The Manager recommends that the Board approve Budget Amendment #8-A for the repair of the space occupied by the Florence Gray Soltys Adult Day Health Program at the Passmore Center.
