Orange County Nursing Home Community Advisory Committee
Meeting Minutes, January 8, 2019
5:30pm, Seymour Center, Chapel Hill, NC
CALL TO ORDER by Vibeke Talley, Chair
• Members Present: Martha Bell, Carol Kelly, Jerry Ann Gregory, Susie Deter, Vibeke Talley (Chair),
Autumn Cox (Ombudsman), Stephanie Miller, Annie Deaver (Orange County DOA), Karen Macklin
• Members excused: Stephanie Boswell
• Visitor: Bill Morgan
OLD BUSINESS;
• Discussion/Approval November 6, 2018 Minutes with the following corrections: Karen Macklin was
present at the meeting; Susie Deter’s surname is misspelled, rather than Dieter it should read Deter.
NEW BUSINESS
• Introduction of Volunteer Applicant Bill Morgan. Bill has applied to this and also the Adult Care
Home Community Advisory Committee. After providing details about his interests in aging services in
general and this committee specifically Bill was thanked for his willingness to volunteer, and left the
meeting prior to any further business. After his departure, the committee voted approval to forward his
application to our county commissioners.
• Other Information Shared with Committee Members, Martha shared a compiled binder into which
has been placed resource articles and other helpful information collected during her tenure with the
committee. It was decided to have Autumn scan the material and reserve it as references for committee
members. Martha agreed to maintain a list of the material and add to it any further information found by
other members.
• Resignation: Jackie Podger. Effective this meeting, Jackie has resigned as a committee member. She is
working full time as an activities director at The Stratford. We all wish her great success in her new role
and appreciate all her efforts on behalf of seniors in our region.
• Discussion/election of Committee Chair: Following discussion and nomination, Vibeke Talley
accepted and was elected chairperson of this committee.
• Site Visit Reports
o Signature: Due to committee member changes Signature’s quarterly visit was not completed.
o Brookshire: Accepted as written. One comment re: use of restraints was noted: Autumn reminded
us all that new federal regulations effective 2018 stipulate that any side rail use is considered a
restraint, even if requested by the resident for aid in lifting or position change.
o Parkview: accepted as written.
o Carolina Point: Committee members noted frequent changes in facility personnel and also felt
there to be a marked difference in staff morale. Discussions with the new Nursing Home
Administrator outlined his goals. The report was accepted as written.
o Carol Woods: Accepted as written.
• Ombudsman’s Report (Autumn Cox, Ombudsman)
➢ Brookshire: Elder Abuse and Residents‘ rights classes are scheduled for staff .
➢ Carol Woods: Announced and has met with new Administrator
➢ Pruitt: Also has new Administrator.
➢ Signature: dealing with staff issues w/the competitive salaries, complaints have decreased in the
past 6 months
o She has begun to send our approved site visit reports to the Nursing Home Administrators.
Committee members agree this is a good strategy and encourage her to continue these efforts.
o Please continue to recruit potential members for the committee. Both ours, and the county’s adult
care home committees are in need of additional members.
• Review and Discuss Bylaws: We had a lengthy discussion regarding changes to our Policies and
Procedures. These changes were needed to be in compliance with HB248. The committee accepted the
revisions and Autumn will submit to the County Commissioners.
• Department on Aging Report (Annie Deaver)
o DoA is in the process of hiring a social worker.
o Extra office space is now available at the Seymour Ctr. It is a glass enclosed office located next to
the Senior Center’s entrance.
o The Aging Help Line had more than 1650 calls/walk-ins asking for assistance during 2018.
o DoA is also in the process of updating its Policies & Procedures/Guidelines. Annie will continue to
inform committee members of any changes affecting our work.
o The Senior Resource Teams: an idea initiated in our county’s Master Aging Plan, has been at
work. These volunteer teams meet monthly to provide advocacy around causes important to Orange
County older adults —There are 14 Senior Resource Teams, the Long-term Care SRT meets each
2nd Thursday 1-2:30pm at Signature Health. This SRT is most relevant to this committee.
• Reminders
o 1st Quarter ActivityReports: Due this month: January 2019
o Quarterly Site Visit Reports: due when visits are complete. Please forward copies of reports to
both the Ombudsman Office and Committee Chair.
• Next Meeting: March 5, 2019
