Orange County Nursing Home Community Advisory Committee
Meeting Minutes, November 6, 2018
5:30pm, Seymour Center, Chapel Hill, NC
CALL TO ORDER by Vibeke Talley, Chair
• Members Present: Martha Bell, Stephanie Boswell, Carol Kelly, Jerry Ann Gregory,
Susie Dieter, Vibeke Talley (Chair), Autumn Cox (Ombudsman)
• Members Excused: Jackie Podger, Stephanie Miller, Annie Deaver (Orange County
DOA)
OLD BUSINESS;
• Discussion/Approval September 4, 2018 Minutes: Reviewed and approved as written.
NEW BUSINESS
• Resignation: Molly Stein. She will be enrolling in a Physician’s Assistance Course
away from North Carolina. We’ve appreciated her involvement with our committee as
well as her service to the residents in nursing homes of Orange County
• Site Visit Reports
o Signature: Accepted as written. This visit was done prior to Hurricane Florence.
The facility and staff were very well prepared for the storm. Signature is also now
considering starting a family council in addition to their resident counsel.
o Carolina Point: Visit scheduled next week. We learned that a new nursing home
administrator is due to arrive in the coming weeks. Autumn continues her visits as
Ombudsman due to staff and care issues.
o Carol Woods: Accepted as written.
o Brookshire: Accepted as written.
o Parkview: New Chapel Hill location of this Liberty chain of facilities. No official
visit from committee members, we note that the facility was opened just prior to
Hurricane Florence. Staff and residents were reported to be very well prepared for
the storm to the point that the low census allowed the transfer of residents from other
nursing homes in jeopardy because of the hurricane results. Vibeke is working with
the Administrative staff at Parkview to schedule an initial tour for available
committee members.
o Site Visit Assignments as of November 2018: Update by Vibeke with approval
from all present members
• Ombudsman’s Report (Autumn Cox, Ombudsman): We welcomed Autumn Cox
back from maternity leave. She provided the following information:
o Of note was the ongoing annual state and unscheduled federal survey. While no
quality care issues surfaced, there were a few findings all related to new regulation
changes with required documentation. Carol Woods is in the process of appeal. A
new nursing home administrator has started with the facility.
o Signature has a new social worker;
o Parkview is owned by Liberty Health Care. It is prepared to provide bariatric
services with ceiling lifts positioned in an entire wing.

o Review and Discuss Bylaws: Per HB248 a change in the bylaws for committees is
needed. The Adult Care group is also updating their bylaws; We were presented
with an example of format changes done by Moore County. While each county is
able to make their own changes, Autumn recommends that changes we may make be
provided to the Orange County Commissioners for approval. She and Vibeke will
draft our changes and present for review at the earliest time.
• Department on Aging Report (tabled until Annie Deaver is available)
• Reminders
o 1st Quarter ActivityReports Due: January 2019.
o Quarterly Site Visit Reports: due when visits are complete. Please forward
copies of reports to both the Ombudsman Office and Committee Chair.
