HomeMy WebLinkAboutPRC minutes 120518Orange County Parks and Recreation Council Meeting Summary Date: December 5, 2018 Place: Environment and Agricultural Center Conference Room ________________________________________________________________________________________________________ PRESENT: Tori Williams Reid; Rachel Cotter; John Greeson; Gina Reyman; Tim Tippen; Haywood Rhodes; Robert Robinson; Michael Zelek ABSENT: Robert Smith STAFF: Lynn Hecht; David Stancil; Kim Livingston _____________________________________________________________________________________________________ I. Call to Order: Introductions. II. Additions or Changes to Agenda, Meeting Summary: October notes were reviewed. No comments were made about the October notes. III. Report of the Chair: Membership/Vacancies, Cedar Grove, Efland Cheeks, and Chapel Hill Township are vacant. There are a few applicants to review from Chapel Hill Township. Gina Reyman is up for reappointment. She is willing to serve another term. Rhodes moved to recommend Kim Manturuk for the Chapel Hill Township slot to the BOCC and Robinson seconded the motion. All voted in favor. The board began a discussion about how to fill the other two positions being in favor of more at large positions when they remain open for a while. Stancil will come up with a few proposals. Greeson recommended we look at the Hillsborough Township applicant at our next meeting. III. New Business a. MST Steering Role Stancil noted that the board had previously indicated agreement to be a steering committee for the MST. b. Quarterly MST Update (Kim Livingston) Livingston gave an update on areas of the trail and work being done in each section. The sections described were: Occonneechee Mountain to Seven Mile Creek; Cane Creek Area; and Eno River State Park. c. Annual Report and Work Plan for BOCC. The group looked at a preliminary report that Stancil put together and used last years’ report and some additional notes to finalize the report. The following activities will be priorities: River Park improvements; Blackwood Farm Park Phase 2; Soccer.com expansion (including a decision on whether artificial or Bermuda grass fields?); Schools use by the County for athletic and arts/recreation programs; and Little River Park Master Plan. Emerging issues: inclusive playground; pool and splash pad (Cedar Grove has expressed interest) Community Gardens and Pollinator Gardens at Parks; and the need for more communication with other Park & Recreation Boards in Orange County; Multi-Model trail. d. 2019 PRC Meeting Calendar - meet at Little River Park for the cookout in May. V. Old Business a. Discussion of 2019 Agenda Items –March 6, Recreation Report (Chris Sousa); April 3 meeting, (Parks) Dan Derby; and May 1, Landscape Architect (Marabeth Carr.) b. The Joint Advisory Board meeting – Spring, 2019? The board had a discussion about what happens at this meeting. Greeson suggested that the group comes together with a joint resolution that is presented as a result of the meeting. Stancil agreed to communicate this thought with the other directors. VI. Report of the Director a. Updates on Other Projects, Facilities & Programs. River Park work was approved by the BOCC and now must go through the Historic Hillsborough District Commission for approval. VII. Council and Committee Reports a. Intergovernmental Parks Work Group. No meeting. b. Items from the Council–Reyman thanked the director and Hecht for what they do and communicate to the board. c. Friends of Orange County Parks and Recreation (FOPR): Robinson says the group needs employer ID # (from the IRS,) and it has been difficult to get. VIII. Meeting adjourned at 8:15PM. Next meeting will be February 6, 2019 at the Environment and Agricultural Center, Hillsborough.
