PURPOSE: To receive the jail inspection report for January 10, 2002 from the North Carolina
Department of Health and Human Services.
BACKGROUND: The General Statutes require the Board of County Commissioners to receive
and take necessary corrective action to the semi-annual jail inspection reports submitted by the
North Carolina Department of Human Resources. The statute further states that the governing
body shall promptly initiate any action necessary to bring jail facilities into conformity to
standards. The report for January 10, 2002 is enclosed for review and indicates Orange
County's compliance with standards.
The attached letters detail the Sheriff's and Public Works Department's responses to the
findings of the report. The Sheriff's Office and the Public Works Department have collaborated
and developed a plan to address the maintenance and repair issues detailed in the report.
FINANCIAL IMPACT: There is no financial impact associated with accepting the report.
RECOMMENDATION(S). - The Manager recommends that the Board of Commissioners
receive the report. Corrective action is being taken as required.

which he has given us an estimated date of completion for items needing attention and response.
Mr.McAdoo has a completion date for each item. I hope this is satisfactory for you.

It is our understanding that the Jail Inspection Report resulting from the January 10, 2002
inspection identified the following areas of concern to be addressed by the Public Works
Department. These are:
1. Painting as needed to areas noted;
2. Repainting of floors in corridors and cells in the old section of the Jail;
3. Walls needing repair and painting
4. Repair of roof leak in cell 109 annex (new section of the Jail) and repairing and
repainting interior areas of moisture intrusion;
5. Repainting of several specified shower ceilings in the old section of the Jail;
6. installation of coaxial cable to allow for cable television reception.
The Public Works Department has taken the following actions to address these items:
Item 1
Painting of all cells in the old section of the Jail is in progress and will be complete by February
15,2002. Repair and repainting, of damaged areas of walls in 'F' and 'G' cells will be
completed by March 15, 2002;
Item 2
Orange County contracted with Finnell Fine Coatings for installation of an epoxy quartz flooring
system. Several areas of the old section of the Jail were completed with an epoxy quartz
flooring system during renovations in 1982 and have proven to be extremely durable. Floors in
the new section of the Jail were also finished with an epoxy quartz system in order to maximize
durability and to provide a non-skid surface. Although the new section of the Jail has been in

use less than five years, the appearance of the floor show no wear, which is an indicator that
they will be as reliable as the floors done in the 1982 renovation.
All identified areas in the upper section of the Jail have now been completed. All areas in the
lower section are scheduled to be completed by February 12, 2002.
Item 3
Public Works contracted with Finnell Fine Coatings of Gamer for completion of this work..
Finnell Fine Coatings has completed a number of painting projects for Orange County
including previous work at the Jail, all of which has been completed in a professional and
timely manner.
All painting of the cells on the upper level has been completed with the exception of two small
areas in cells 'F' and 'G' that require related exterior brick repair work (see Item 4).
The areas in cells 'F' and 'G' that require repair and repainting are a result of moisture intrusion
from the building exterior related to deteriorated brick mortar. Public Works is contracting with
Charles Latta of Hillsborough for repair and tuckpointing work that is required to prevent this
moisture intrusion. Mr. Latta is scheduled to begin completion of this work during the week of
February 11, 2002. Following completion of the tuckpointing work, Finnell Fine Coatings will
return to complete the required repair and repainting in cells 'F' and 'G'.
Item 4
As this roof is still under warranty, Public Works contacted Firestone Building Products
Company per warranty provisions. Firestone contacted Baker Roofing of Raleigh, the original
installer, and repairs have-been completed. Painting and repair of damaged areas will be
completed by February 15, 2002.

Item 5
An epoxy coating was installed by Finnell Fine Coatings in the areas surrounding showers to
prevent future damage caused by steam.
Item 6
Public Works will investigate the scope of work related to installation of coaxial cable to cells
that are not currently equipped in order to identify the feasibility, cost and required time to
complete this recommendation, and will provide this information to you in the near future.
We thank you and your staff for your patience and cooperation as we have completed this
work during the past several weeks, and trust that it will provide a lasting, long-term solution to
the identified areas of concern.
