BACKGROUND: The North Carolina Department of Transportation, Public Transportation Division, has additional discretionary funds for agencies that desire to expand their general public service for the period of April 1, 2002 through June 30, 2002. There will also be discretionary RGP funds for FY 2002-2003. These funds will be allocated on a competitive basis and awarded to agencies based on need. Currently, Orange County has used all of its RGP funds for the operation of the existing Orange Express which runs between Hillsborough and Chapel Hill/Carrboro four times a day, Monday through Friday. The discretionary fund request would (1) add additional routes to the Orange Express for hourly service throughout the day, (2) add mid-day routes that complement Triangle Transit Authority's Hillsborough to Durham commuter bus service, and (3) establish a Hillsborough inter-city bus route that would connect with service to Durham and Chapel Hill. FINANCIAL IMPACT: The OPT Program already has the local 10% match funds of$2,922.00 in its current budget. Thus,no additional county funds will be required. RECOMMENDATION(S): The Manager recommends that the Board approve the application for Discretionary Rural General Public (RGP) Funds for FY 2002 and authorize the Chair to sign the Certified Statement of Participation. ,r 2 ! Al Terry List All Counties In Which the Community Transportation System Operates: Orange, Durham, Alamance, Caswell, Chatham Description of Rural General Public Transportation Service to be Provided for the Period April 1,2002 through June 30,2002 as a result of receiving additional RGP funds under this project: See attached description A 3 Discretionary RGP Funds Service Description Additional Hillsborough to Chapel Hill/Carrboro routes: There is a need to provide hourly transit service between Hillsborough and Chapel Hill . This service will provide social, educational, medical and employment transportation between the three cities . Currently, Hillsborough and northern Orange county residents do not have transit solutions if they wish to visit Chapel Hill/Carrboro for the above mentioned reasons . Also, current medical routes to these areas could be incorporated into the public route which would reduce single or minimal passenger transports. The eight additional routes to Chapel Hill/Carrboro would be 6 : 00, 7 : 00, 11 : 00, 1 : 00, 4 : 00, 5 : 00, 5 :30, 6 :00 Monday through Friday. Route originates in Hillsborough with stops at Whitted Building, Whitted Forest, North Hills Shopping Center, Hillsborough Visitor Center, Wal-Mart, Coachwood/Gateway. Stops designed for Chapel Hill North Shopping Center, University Mall, Franklin Street/Columbia Street, UNC Medical Hospital, Carrboro Century Center. (See Map) Cost (April through June 02) : $13, 809 . 00 Establish Hillsborough Inter-city route: Currently there are no established routes connecting Hillsborough city limits residents with mass transit options. This route would be a feeder route to other OPT routes and link the Hillsborough community through general public transportation. Triangle Transit Authority (TTA) is the regional transit service that provides a commuter route from Hillsborough to Duke Medical Center. By establishing this route OPT would act as a feeder service to TTA and increase both systems ridership. Orange Public Transportation would provide this service Monday through Friday 7 : 00 am to 5 :30 pm. There will be seven trips through city limits per day. The stops would include Whitted Building, Village Dinner, Hillsborough . Business Center, Wal-Mart, Coachwood/Gateway Apartments, Food Lion, Employment Security Commission, SportsPlex, Hillsborough Visitor Center, North Hills Shopping Center, Abundant Life Church, Chavis and Parker Funeral Home, Lloyd' s Quick Stop, Hester/Whitted/Day, Whitted Forest . (See Map) Cost (April through June 02) : $9, 846 . 00 4 Additional mid-day Hillsborough to Duke Medical Center Transportation Service: Currently TTA is providing commuter transportation from Hillsborough to Duke during the early morning and late afternoon hours . Orange Public Transportation will enhance this service by providing mid- day transportation service of this same route, which would change the complexity of a commuter route to a public route. This addition to TTA' s route would benefit riders with educational, social, and medical needs. The addition would require OPT to establish three trips from Hillsborough to Duke during the middle of each day, Monday through Friday. If, as of December 31,2001, at least fifty(50)percent of the RGP funding allocated to . the county has not been expended,you must provide a detailed description of how and why the expenditure of RGP funds will be accelerated to justify the need for the discretionary funding for which you are applying. If, as of December 31,2001,fifty(50)percent or more of the RGP funding allocated to the county has been expended,the detailed description provided in the application should be of the rural general public transportation service(s)which will be continued utilizing the discretionary RGP funding for which you are applying. *TOTAL RGP FUNDING TOTAL AMOUNT LOCAL BALANCE ALLOCATED FOR EXPENDED AS OF SHARE OF RGP FY 2001 —2002 DECEMBER 31,2001 REQUIRED FUNDS $34,497.00 $20,019.00 $14,478.00 *Current allocations will be spent by end of period. * If the total amount expended exceeds the total amount allocated by NCDOT,provide an explanation why: 5 APPENDIX A CERTIFIED STATEMENT FY 2001 —2002 DISCRETIONARY RURAL GENERAL PUBLIC FUNDING Whereas Article 2B of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina have designated the North Carolina Department of Transportation as the agency responsible for administering all federal and/or state programs related to public transportation, and grants the department authority to do all things required in applicable federal and/or state legislation to properly administer the public transportation programs within the State of North Carolina; This is to certify that the undersigned is duly elected, qualified and acting chairperson of the Board of County Commissioners of the County of—Orange North Carolina, and that the following statements are true and accurate: Rural General Public Program • The funds will be used in a manner consistent with the local General Public Services Plan. • Information regarding use of the funds will be provided at such time and in such a manner as the department may require. • Discretionary RGP funds will be used to provide eligible services during the period April 1, 2002 through June 30,2002. • Any interest earned on discretionary RGP funds will be expended for eligible program uses as specified in the discretionary RGP application. • The County will include discretionary RGP funds received and expended in its annual independent audit on the schedule of federal and state financial assistance. Discretionary RGP funds may be disbursed only to the local public transportation service provider for your County. • Funds unexpended as of June 30,2002 will be returned to the Department upon request.
