County's Solid Waste Management Department. BACKGROUND: The Solid Waste Department's FY 2001-02 operating budget includes funding for the purchase of ten 30-cubic yard Roll-off Containers. These containers would be used to replace leased containers for newspapers and magazines at three existing recycling dropoff sites and at the new recycling site being constructed at Carrboro Plaza. Specifications were developed by staff that met the County's needs. The bid call was advertised and bids were solicited from nine vendors on Orange County Bid number 1259. Three bidders responded. Attached is a tabulation of that bid. Carolina Environmental Systems of Kernersville, North Carolina submitted the lowest responsible bid that was responsive at a delivered cost of$35,260 for ten (10) units. FINANCIAL IMPACT: Under the County's current recycling operation, a private contractor leases to the Solid Waste Management Department 3 newspaper roll-off containers @ $25/each/month and 4 magazine roll-off containers @ $10/each/month. There is an additional charge of $75 per collection for these containers. They are located at the following sites: University Mall (Chapel Hill); Cedar Falls Park (Chapel Hill); and WalMart (Hillsborough). By purchasing these containers, the Department expects to realize cost savings of about $85,000 over the next six years. Total cost of this action, if approved by the Board, would be $35,260. Sufficient funds to cover this purchase are allocated in the Solid Waste Management Department's FY 2001-02 operating budget. RECOMMENDATION(S): The Manager recommends that the Board award bid number 1259 to Carolina Environmental Systems of Kernersville, North Carolina in the amount of$35,260; and authorize the Purchasing Director to execute the necessary paperwork. z BID TABULATION BID # 1259 BID FOR: 30 Yard Roll-Off Containers BID AWARDED TO: CLOSING DATE: 2-6-2002 BID PRICE: CLOSING TIME 11:30 AM BUDGETED AMOUNT: BIDDER UNIT COST TOTAL BID CAROLINA ENVIRONMENTAL $3,526.00 $35,260.00 KERNERSVILLE, NC LODAL SOUTH $3,553.68 $35,536.80 ROCKINGHAM, NC CAVALIER EQUIPMENT $4,106.00 $41,060.00 CLOVERDALE, VA
