PURPOSE: This Update is aNon-Public Hearing item and serves as a continuation of the
county's efforts to inform its citizens of the Comprehensive Plan Land Use Element Update
process that is currently underway.
BACKGROUND: The County's Planning Department completed over 4-years of data collection
and analysis, since the release of year 2000 US Census data, During the spring of 2004 and
early this year, Planning Staff conducted a series of public outreach meetings throughout the
county to present the data that had been compiled, illustrate development trends, identify
growth management challenges, unfold staffs ideas, and receive input and perspective from
citizens and advisory boards on how to address growth management challenges,
Planning Staff will provide an overview of what has been processed to date with stakeholder
involvement what comprehensive questions need to be answered and what steps lie ahead.
This overview is for the Board as well as the public for general information shating and
comment. Attachment 1 provides an outline for the presentation that Planning Staff will conduct
at this meeting.
General Guide: The Land Use Element serves as a general land use goals and
objectives guide setting forth policy options for future implementation through zoning,
subdivision or other regulatory methods to provide an orderly and coordinated pattern of
land use and development.
Research and Outreach: Demographic and socio-economic research and Public
Outreach has been conducted for 5-years to update the Land Use Element of the
County's Comprehensive Plan. The Land Use Element is a locational master plan for

guiding growth of certain types and amounts in appropriate areas of the County's
planning jurisdictions,
Growth Issues: Reducing sprawl and traffic, and the preservation of air and water
resources while developing sustainable urban and rural environments have been
identified as the key issues to be addressed by the update.
Comprehensive Plan and Land Use Element Outline
a, The Zoning Ordinance includes an outline for the entire Comprehensive Plan
indicating how the Land Use Element provides overall guidance as the remaining
Elements address specific interest areas to be completed afterwards. Elements
include Transportation, Services and Facilities, Natural and Cultural Systems,
Housing, Economic Development, Recreation, and a proposed Intergovernmental
Coordination Element, plus additional Elements as desired by the BOGG
(Attachment 2).
The other elements will be completed over the next few years after the Land Use
Element Update and will be coordinated by the Planning Department with collective
work by various departments, advisory boards, and stakeholders.
b. The Planning Department has developed an outline for the Land Use Element of
the Comprehensive Plan, including Introduction, Existing Conditions, Growth
Management and Future Land Uses, Goals Objectives and Policies,
Implementation, and Monitoring Procedures (Attachment 3),
A complete draft text of the Land Use Element Update will be completed this summer in
preparation for a November Public Hearing on the document.
FINANCIAL IMPACT: Other then legal advertisement costs, which are within this year's
budget, there is no financial impact associated with hearing an update on the Comprehensive
Plan Land Use Element Update. There will be significant costs associated when this item
moves forward for formal Public Hearings, in accordance with our notification guidelines.
RECOMMENDATION: The Administration recommends that the BOCC receive Staff's
update as information.

EXCERPT FROM ORANGE COUNTY ZONING ORDINANCE
The following is an excerpt from the Orange County Zoning Ordinance that has been
adopted by the BOCC:
ORANGE COUNTY ZONING CODE OF ORDINANGES
*2.2.12 Comprehensive Plan, Intent
The Comprehensive Plan shall constitute an internally consistent and
compatible statement of policies for the long-term, physical development of
that portion of Orange County under County jurisdiction. The Comprehensive
Plan shall cohsist of a statement of development policies and shall include
maps and text setting forth objectives, principles, standards and plan
proposals for physical development, The Comprehensive Plan shall be
comprised of the following individual Elements:
a) Land Use Element
b) Transportation Element
c) Services and Facilities Element
d) Open Space Element (will now be called the "Natural and Cultural
stems Element which includes the Open Space and Agriculture
Elements
e) Housing Element
f) Economic Development Element
g) Recreation Element
h) Intergovernmental Coordination Element (Suggested by Planning
Department)
Additional Elements dealing with other subjects which, in the judgment of
the Board of Commissioners, relate to the physical development of the
County. Such elements may include, but not be limited to the subjects of
historic preservation, community or rural design, growth management, etc.
j) Small Area Plans - As part of the Comprehensive Plan, area plans may be
prepared which focus on a portion of the County such as a township, a
watershed or an interstate highway interchange. Likewise, technical
information and/or task force reports prepared as part of a plan Element or
an area plan may be incorporated as part of the appendix of or as a
supplement to the Comprehensive Plan.
k) Balanced Plan Elements Recognizing Public and Private Interests - In
preparation and adoption of a plan Element, area plan or other similar
document, the Board of Commissioners shall ever be mindful of the need
to balance the public interest with the needs of private interests,
particularly in the conservation of surface and underground water
resources, soil resources, and natural growth resources of the county and
the efficient use of the renewable and non-renewable sources of energy.
