PURPOSE: To consider establishing a budget to support the facility program for the new
Southern Orange Senior Center, being developed in collaboration with the Southern Orange
Senior Center Planning Committee.
BACKGROUND: Far the past several months, the Southern Orange Senior Center Planning
Committee, appointed by the County Commissioners, has met to define the program that
should be carried out in the new Southern Orange Senior Center. As reflected on the attached
preliminary floor plan, the Center will include spaces that will be adaptable to carry out a wide
variety of programs, activities and meals, The identified needs dictate that most of the space
should be flexible in order to accommodate as many different activities as possible. The most
notable exception is the area depicted as the auditorium on the attached plan. As currently
proposed, this area would be designed with a sloped floor, auditorium style seating, complete
with the appropriate acoustics and audio systems suitable for performances, recitals, lectures,
etc. The auditorium at the current center is used extensively in this manner, and the planning
committee felt that awell-designed specialized area for this type of activity should be an integral
part of the facility.
Further, the architect has met with Department on Aging Staff to ensure the design of adequate
staff space to support the Center. The office spaces will accommodate visiting agencies that
may be scheduled to provide services at the center, in addition to the space designed for the
permanent staff assigned to the facility.
The Board will note that the Center also includes a fairly small area that will be designated as
clinic space from which visiting clinicians and physicians from UNG Hospitals, the Health
Department or others, as may be identified in the future, may provide a variety of screening,
assessment and referral services to seniors and their families.. Discussions with UNC Hospitals

provided the basis for the design of the space, which consists of small exam rooms with sinks
that will provide an opportunity for a variety of service delivery options in the future,
The project site plan has been reviewed by the Community Design Committee (CDC) (October
11) and the Chapel Hill Town Council (November 15). Bath groups were supportive of the site
plan and offered no comments that would significantly alter the attached site plan.
The project has many regulatory milestones to complete before its projected commencement in
summer 2005. As noted in the attached letter from Richard Gurlitz, the project continues to stay
on track for the June 30, 2006 opening date, In order to maintain the schedule, however, a
fixed budget must be articulated to the designer, which will in turn better define their parameters
and allow them to proceed with the design,
FINANCIAL IMPACT: The project architect has produced an estimate of what a similar project
to the Senior Center may reasonably be expected to cost in today's construction market,
Pursuant to the estimate attached, the project will cast in the neighborhood of $4.9 million, A
complete itemization of the elements is attached, but in general includes the building
construction and all owner responsibilities including, but not limited to, design fees, OWASA
capital casts, Town fees, furnishings, etc. Note that the costs cited as owner responsibilities are
estimates and staff believes there is flexibility in some of the elements, For example, there is
latitude in the $300,000 estimated to furnish the facility. It is important to note that these
numbers are preliminary, but do, in the opinion of the architect, reflect today's market costs
considering the impact of higher fuel costs and the rising costs of construction materials,
including steel and concrete. Further, it is important to note that this budget snapshot is based
on current conditions, Although the market has shown small signs of stabilization in the past
few months, the conditions present at the time the project is put to bid next year will determine
the final bid outcome,
The Board has endorsed a debt issuance schedule that includes 2001 voter approved bonds
totaling $4 million, along with an additional $2,150 million in private placement funds to fund two
senior centers: one 25,000 square foot facility in southern Orange and one 15,000 square foot
facility in Central Orange, The Southern Orange Senior Center planning committee has been
adamant in their support of a building no less than the 25,000 square feet called for in the
Master Aging Plan. Understanding that the $4..9 million that is currently the project estimate is
significantly beyond what the County's allocation far this project, the architect has suggested
that the 25,000 square foot structure could be built within a budget range from $4,1 to $4.5
million by leaving some portions of the building unfinished as shell space, pending additional
funding from either public or private sources,
RECOMMENDATION(S): The Manager recommends that the Board:
• Authorize a $4.1 million budget for the completion of a 25,000 square foot senior center
at the Southern Orange Human Services Center campus; and
• Direct staff to bring forward funding options that addresses the construction of both
senior centers in .January 2005.

Re: Southern Orange County Senior Center -Budget and Schedule
Dear Ms, Jones
As per your request, I am attaching the preliminary cost estimate for the Southern Orange Senior
Center as well as the design and construction schedule. I am also attaching letters for your review from
many of the area material suppliers documenting their rising costs. These documents are for your use in
discussing these issues with the Orange County Board of Commissioners and in reaching a
determination of an appropriate budget for the building
The cost estimate for the project is based on similar buildings under construction today. There
has been considerable movement in the construction sector this year, starting in late February 2004 with
the sharp rise in steel costs followed by rises in concrete and fuel. The steel costs have since filtered
down to product supply so that not just the structural billet steel is affected, but other steel components -
HVAC duct, conduit, fixturing, etc. -are also affected. Steel costs rose approximately 45% in the first
three months of the year.. Concrete rises have also affected building costs, particularly institutional
construction that utilizes more elements of fire resistive construction for building slabs and footings,
Finally, the rise in fuel costs has been passed along by suppliers in the form of transportation surcharges
added on to almost every item delivered to the site. The net affect of these cost increases is that
municipal and institutional projects that were costing in the range of $120-$140 per square foot as
recently as last January are now coming in with low bids in the $150 to $170 range for the same materials
and scope.
The second item of import for this project is the schedule. During the initial weeks of the design
process, we developed a design and construction schedule. The major components of the schedule that
provided fixed dates were the Chapel Hill Special Use Permit process, the Orange County bidding
process, the schedule for construction of the project, and the move out date for the existing Senior Center
in the Galleria shopping center. We coordinated our design process around accommodating those fixed
requirements to enable the Senior Center to continue operation making a smooth transition from the
existing facility to a completed construction project. We are currently adhering to that schedule with the
understanding that the budget issue will be defined within the timeframe that will allow us to continue
working on the project. We cannot do forward with the design of the building without a clear
understanding of the project budget, If the budget is not defined within the month of December, 2004, the
schedule will necessarily slip.
