PURPOSE: To approve an initial project budget for the initiation of the repair and reconstruction
of the John Link Jr. Government Services Building and to approve Budget Amendment #7-D to
finance design services and ancillary costs related to the containment of affected areas. An
additional budget amendment will be required to finance the remediation, repair, and
construction work.
BACKGROUND: The John Link Jr. Government Services building has been experiencing water
intrusion around the stone band that surrounds the exterior of the facility. Heavy rains and
storms throughout 2018 caused repeated water intrusion around the stone band into the facility.
The persistent presence of moisture caused organic growth within the ceiling cavity of the
facility. The growth present is currently contained above the drop ceiling, and preventive
measures have been taken to prevent further contamination.
The initial project budget created by this abstract is for design services. The design services will
culminate in a set of construction drawings that will be competitively bid. Once the results of
those bids are received, another budget amendment will need to be processed to proceed with
the remediation, repair, and reconstruction work specified in the construction documents.
Since this project was not anticipated as part of the FY2018-19 Capital Budget, a budget
amendment is necessary to finance this project. This budget amendment #7-D amends the
following Capital Project Ordinances:

FINANCIAL IMPACT: The initial project budget for containment measures and project design
for the John Link Jr. Government Services Building is $178,000.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
Repair and reconstruction the Link Government Services building will create a safe working
environment for staff.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Approve the initial project budget to start the initial steps for the design and curative
measures for the John Link, Jr. Government Services Building; and
2. Approve Budget Amendment #7-D, described above, to finance this unexpected design
work.
