FINANCIAL IMPACT: Each member will be paid $75.00 per meeting attended, and the Chair
will be paid $100.00 per meeting attended. The funds are in the Tax Administrators budget.
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making
appointment to the Board of Equalization and Review.

Past experience on the HPC, interest in architecture and preservation of all types of property,
documents, and artifacts. Grew up in a c1813 National Landmark home with respect of historic
properties ingrained daily. I am passionate about the Landmark program, promoting and
educating people about preservation. MBA Marketing and Econ.
Reasons for wanting to serve on this board:
I am passionate about preservation, love OC, and wish to use my retirement time in service to
the community.

Well networked (for HPC board)to assist in fundraising for the Orange County Architectural
History book the HPC is working on jointly with the city.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
HPC: To recommend properties for Landmark designation, to advise property owners, to
educate the public, and to promote preservation of historical properties, documents, and
artifacts.
I hope to help in anyway I can to support the boards initiatives.

In 2005, 1 moved from New York City to North Carolina to work with a nonprofit involved in prison
reform. I was quickly drawn to the communities of Hillsborough, Chapel Hill and Carrboro and I
moved to Carrboro in 2006. Since then, I ve remained in Orange County. My wife and I
purchased a mini-farm in Hillsborough 3 years ago, where we still reside. In 2012, while working
as the Program Director of Communities in Schools of Orange County, I wrote a 1.3 million
dollar federal grant to fund drop-out prevention programs at 7 Orange County middle schools, 2
elementary schools, and 1 high school. We were awarded this grant and I subsequently
implemented it in the CHCCS and Orange County School system. Additionally, since 2009, 1
have been involved in property management, development, and investment in Orange County. I
also have a strong knowledge of local real estate markets, market trends, property valuations,
the county s GIS site, and other resources, based on my extensive experience in buying, selling,
and developing property.
Reasons for wanting to serve on this board:
With the exception of my consulting work with a handful of local nonprofits, I have not felt
involved in my local community and in local government since my work at Communities in
Schools in 2015. Mark Dorosin encouraged local residents to apply for this position and the
position resonated with me because of my previous experience serving this community as well

as my personal knowledge of the local real estate market.
Conflict of Interest:
The truth is, my business interests as a real estate investor could theoretically create a conflict
of interest with the board s activities. However, the type of real estate investment I engage in
would not. I do not purchase tax foreclosures or any other type of foreclosure and I see
absolutely no personal benefit to serving on this board, other than the opportunity to serve my
community.

I have worked in real estate in some capacity for over 10 years. I have experience in property
management, development, and investment. This experience has given me an intimate
understanding of local property values and trends as well as how those trends impact local
neighborhoods and communities.
In addition to the experience listed in the question above, please list the work/volunteer
experience/qualifications that would add to your expertise for this board.
As I previously mentioned (don t want to bore you with redundancy), I have written grants for
local nonprofits, implemented grants and managed the finances of local nonprofit organizations.
What do you see as the responsibilities of this board, and what do you hope to
accomplish if appointed?
I believe that this board is responsible for understanding property values and how they are
impacted by local neighborhoods and local trends such as development and zoning changes as
well as market conditions such as supply and demand and even larger macroeconomic forces
such as interest rates. The board holds a fiduciary responsibility to the community to ensure that
tax revenue is met based on perceived valuations; but also holds a responsibility to individual
property owners in this area to protect them against blanket valuations that overestimate the
value of their property and place an unreasonable tax burden on them. I would like to offer my
experience as an investor in local real estate as well as someone who has served the local
community through nonprofit work.
