We understand Orange County wi11 issue a Task Authorization or Purchase Order as acceptance of this proposed work plan and cost estimate. ,> Project Background S&ME has conducted First Phase Assessment activities (October 2017 through December 2017)and Waste Delineation activities(May and September,2018)at the Hillsborough Dump site for Orange County(hereafter"the County"). Tom Davis of the County requested S&ME provide a work plan and cost estimate to perform additional services needed to further delineate and characterize contamination the site. This work plan and cost estimate should be considered an additional phase of a multiple stage approach to contaminant delineation for the site. Information provided in the NCDEQ's Guidelines for Addressing Pre-Regulatory Landfills and bumps, dated November 2015 form the basis of this work plan and cost estimate. This work plan and cost estimate should be submitted to, and approved by,the DEQ Pre-Regulatory Landfill Unit for the described services to be eligible for cost reimbursement by DEQ. •.> Scope of Services S&ME proposes the following Scope of Services for the Remedial investigation—Groundwater Assessment (483DP-7,8 and 9) at the Hillsborough Dump site. These services will be performed in general accordance with NC DEQ inactive Hazardous Sites Program guidance documents: Guidelines for Addressing Pre-Regulatory Landfills and Dumps, dated November 2015, Guidelines for Assessment and Cleanup, dated October 2015,and S&ME's S&ME,Inc.13201 Spring Forest Road I Raleigh,NC 276161 p 919.872.2660 1 www.smeinc.com DocuSign Envelope ID: F6E5B15D-6611-4749-BBCF-56530F14FFBD Work Plan&Cost Estimate for Remedial investigation—Monitor Well Installations ■ Hillsborough dump 1D No. NONCDO000483 - Task Orders 483DP-7,8 and 9 purr S&ME Project No.4305-17-061 approved Standard Operating Procedures and Quality Assurance(SOP/QA) Manual(July 2070), previously approved by NCDEQ. Task 483DP-7 Work Plan/Proposal Preparation The following services were performed: Coordination with Orange County for Scope of Work guidance. Developed a drawing to present the proposed monitor well locations. Reviewed Groundwater Protection Rules for Orange County. U Solicited bids from subcontractors. Developed cost estimate spreadsheets. a Prepared field services schedule and task descriptions. Prepared this proposal and work plan. Task 483DP-8 Groundwater Assessment Subtask A Field Services Groundwater Protection Rules for Orange County and Proposal Assumptions Per the attached copy of Groundwater Protection Rules for Orange County(Rules), monitor wells that penetrate consolidated rock shall be subject to the Rules and require permits from the Orange County Health Department (OCHD) prior to construction. Most notably, the OCHD Rules require monitor wells (including temporary wells) that penetrate consolidated rock to be constructed with 6-inch steel outer casings and grouted. The placement of grout for each well must be visually inspected during construction in the field by OCHD staff. Likewise, abandonment of each well also requires inspection by OCHD staff. 5&ME previously installed 260 waste delineation borings at the site using hollow-stem augers. In general, rock was encountered at about eight feet below ground surface(bgs). Therefore, this proposal assumes most of the proposed wells will be subject to the OCHD Rules and require permits from OCHD. For budgeting purposes, bids received from drilling subcontractors include well construction methods in accordance the Rules and associated costs for using six-inch steel outer casings, allowing time for inspections, etc.,and using air-rotary drilling methods. Monitor well borings that encounter groundwater prior to encountering consolidated rock will not require air drilling, and will not require 6-inch steel outer casing. Monitor Well Installations Fifteen permanent groundwater monitor wells (MW-1 through MW-15)are proposed to be installed outside of the waste disposal area at the Locations shown on Figure 1. Borings will be advanced to an approximate depth of at least seven feet below the observed groundwater table(e.g. moist/wet conditions). This will be the termination depth of the borings and the depth to which the well screens will be installed. For budgeting purposes, a total of 340 feet of drilling depth is assumed. Monitor wells that penetrate consolidated rock will be constructed per the OCHD Rules, referenced above, with two-inch diameter, PVC well screens and casings within six-inch diameter steel outer casings. Well casings will be installed to approximately three feet above the ground surface(stick-up). For budgeting purposes,a total of 120 feet of steel casing is assumed. A sand pack will be installed in the boring March 5, 2019 2 DocuSign Envelope ID: F6E5B15D-6611-4749-BBCF-56530F14FFBD Work Plan&Cost Estimate for Remedial Investigation—Monitor Well Installations Hillsborough Dump ID No, NONCDC000483 r Task Orders 483DP-7,8 and 9 S&ME Project No.4305-17-061 annulus, around the well screen up to at least one foot above the well screen. A one-foot thick bentonite seal will be installed above the sand pack. Grout will be placed in the annular space between the outermost casing and the borehole wall from the land surface to the top of the bentonite seal. The wells will be developed with a pump or bailer until turbidity measurements are below 10 NTU or representative of background conditions. GPS coordinates will be collected at each installed monitor well location. Investigative Derived Waste Investigative derived waste(IDW)extracted from a boring will be placed back in the boring unless groundwater was encountered. Per the OCHD Rules, grout will be used to backfiII borings that intersect the water table. Impacted materials, not used as fill, will be drummed. Drums containing IDW will be sealed and labeled and placed on a wooden pallet within a self-standing temporary chain-link fence near the borings. Three corners of the fence will be secured with hardware. The fourth corner will be secured with chain and a padlock to allow controlled access to the fenced area. If needed,up to four composite samples of drummed/stored IDW will be collected for laboratory analysis and characterization. See the attached laboratory fees spreadsheet for the proposed laboratory analyses. If it is determined that the drummed IDW does not require off-site disposal, the IDW will be spread within the waste disposal area. If sampling results indicate the IDW is hazardous,S&ME will subcontract a waste hauler to dispose the drums off-site within 90 days after field activities are concluded. Fencing and pallets will also be removed from the site. The cost for off-site disposal of IDW is not included in this work plan/cost estimate. if off-site disposal of the IDW is required,S&ME will prepare a proposal for subcontracted services to dispose of the drums and submit it to the Unit for review and approval. Subtask B Project Management, Coordination & Support Project Management, Coordination and Support services include: Tasks and deliverables required prior to commencing field services: o Procurement and coordination of subcontracts. o Coordinate with drillers to ensure that well supplies and decontamination materials are prepared. Pre-loading the GPS unit with the proposed monitor well location names and coordinates. a Preparing and submitting well construction permits to OCHD. Provide project management and technical support to field staff, Field data quality review. Provide project management and communication with OCHD, NCDEQ and the County. Task 483DP-9 Compile Report S&ME will compile a report that includes the findings of the items listed above for the scope of services. The following sections and information will be included in the report: Explanation of services performed and the findings. A section concerning any variations from the work plan or the SOPS.
