ADVISORY BOARD ON AGING
Minutes
February 12, 2019

The meeting was called to order at the Passmore Senior Center. The agenda was revised to
place the OC CARES final report presentation as the next order of business.
Jenny Womack summarized the OC CARES Project and its three major program components.
The Advisory Board formally recognized its success. Dick White asked if other ACL projects
during this funding cycle had published their results.
Janice Tyler announced that, now that Ms. Womack's contract with this Department has
concluded she has agreed to apply for appointment to the Advisory Board representing the
Town of Carrboro. Heather Altman made a motion that this Board recommends her
appointment to the Board of County Commissioners. Dick White provided a second. Motion
carried.
The minutes of the January 8 2019 meeting were approved following the motion made by Dick
White and seconded by Alex Castro. Mary Altpeter requested that future MAP quarterly
reports begin with a summary of the Community Support and Health workgroup. Additionally,
MAP quarterly reports should be divided between two Advisory Board meetings.
DIRECTOR'S REPORT
Janice Tyler announced that Kathie Kearns will retire on March 7, after 35 years with the
Department on Aging. Yvette Missri is leaving on February 22 to resume her law career with
the Center for Responsible Lending. Her office will be located in Durham. Alex Castro has
submitted his resignation from the Advisory Board due to his recent move to Durham County.
The NC Association on Aging will be held March 13 & 14 in Asheville. Ms.Tyler referred to the
organization's legislative agenda distributed as an attachment to this agenda. She summarized
her meeting with the Governor's Legislative Director along with other NCAOA representatives.
The NC Coalition on Aging legislative priorities were also distributed with this agenda and that
organization has scheduled an advocacy day with the General Assembly for February 26. Dick
White added that the Senior Tar Heel Legislature delegates will be visiting Raleigh on March 12
and 13. The Friends of Residents of Long Term Care plan an advocacy day for April 3.
Ms. Tyler completed her report with an update of the Seymour Center renovation project. She
stated that the Board of County Commissioners have delayed the expansion of the Southern
Human Services Center and that will have some impact on the Seymour timeline. Dick White
applauded the expansion at the Passmore Center.
NEW BUSINESS
Janice Tyler announced that the Department on Aging will be involved in Outside Agency
Application reviews again this year. Mary Altpeter, Peggy Cohn and Vibeke Talley volunteer to
participate in this process.
The Department on Aging's FY19-20 budget request will include $2,000 to purchase translator
services for both client interaction and written materials.
Ms. Tyler noted that there are currently several Advisory Board vacancies. All three are at-large
representatives. Heather Altman suggested that Project EngAGE graduates and MAP Steering
Committee members as good resources for applicants. Ms. Tyler continued that Heather
Altman and Vibeke Talley are both eligible for appointment to a second term in June.
Beverly Shuford provided a presentation on navigating the recently-updated Department on
Aging website.
2017-22 MASTER AGING PLAN
The MAP Steering Committee met on January 11 at Carol Woods Retirement Community. The
meeting was well-attended. Each delegate was asked to report on the impact MAP has had on
their organization.
Project EngAGE is recruiting for its fifth Class which will be held this Fall. Shenae McPherson
and Melissa Hunter will be co-facilitators.
COMMITTEE PROGRESS REPORTS
Housing— Dick White commended the collaborative work of the OC Housing Coalition. Issues
include concern about the gaps in the affordable housing continuum, development of
affordable housing on public land, and mobile home park land development.
