PURPOSE: To consider making new appointments to the Alcoholic Beverage Control Board.
BACKGROUND: In Orange County, all members of the Orange County ABC Board are
appointed by the Board of County Commissioners, There are two vacancies on the Alcoholic
Beverage Control Board,
FINANCIAL IMPACT: None,
RECOMMENDATION(S): Consider making new appointments to the ABC Board as the Board may
desire.

I delayed making this decision hoping I would have a change of heart, but I believe my__
effectiveness as a member has deteriorated to the point that I am unable to make a
difference far the benefit of the employees and patrons of the system. My heart is so
deeply rooted in preserving and protecting the futures of the employees who serve the
ABC and I truly regret this decision. It is a decision I have struggled to make and feel is
the best at this time.

Meeting Minutes -Open Session /~
Tuesday February 17, 2004
recommendation to renew with Blue Cross Blue Shield with Blue Care plan #
872138; Ms. Cain seconded the motion and the vote cazried.
14, The Board also discussed providing $10,000 of additional life insurance as an
added benefit for regular full-time employees, Currently, the only death benefit is
for employees participating through the Local Government Employees Retirement
System (LGERS), There was some discussion of the current benefits package and
the information provided by Randy Taylor, The General Manager recommended
that the Board select Educators Mutual to provide an additional $10,000 of life
insurance for each regulaz full-6me employee at a current annual cost of
approximately $1,106 with a two year rate guarantee, Ms, Cain made a motion to
accept the General Manager's recommendation as stated in the prior sentence; Mr.
Hurston seconded the motion and the vote carried,
15. The General Manager and Colleena had met with an AFLAC sales representative
a few days prior to the meeting and gathered information regarding supplemental
insurance, The Boazd discussed the pros and cons of this method of obtaining
insurance and generally decided that the Board would not encourage this practice
and chose not to promote it in the workplace,
~16. While discussing the Board term renewal procedures, Mr. Hurston stated that he i~
had recently changed residences and had moved from Orange County to Chatham
' County in the process, Although he still had a Chapel Hill address but no longer
lived in Orange County. The Boazd Secretary will notify the Clerk for the Boazd
of Orange County Commissioners to initiate the proper procedures..
17, A motion was made by Mr, Hurston to go into Closed Session to discuss
personnel issues; the motion was seconded by Ms.. Cain and the vote carried.
18. A motion was made by Mr, Allison to return to Open Session; motion seconded
by Ms. Cain and the voted carried.
19. The revised Policy and Procedure Manual was discussed and Mr. Allison had
several spelling corrections and phases that required re-wording. The General
Manager will make the necessary changes and provide the updated version to the
Board members.
