The Orange County Board of Commissioners met in regular session on Mondnyr December lr 1958.
at ten o'clock a,m. in the Commissionersr room at the courthouse in Hi]l sboror N• C, '
Members present: Chairman R. J, M. Hobbsr Commissioners Donald McDade, Donald Btanfordr
Dwight Ray and Henry Malker.

Chairman Hobbs presented to retiring Commissioner Dwight Aay a plaque which had been signed '
by the members of the Board and other department Officials.
The oath of office of County Commissioner was administered by E. M, Lynchr Clerk of Courtr
to Clarence Jonesr Donald McDade and Henry Plalker.

adoptedr Dr, Hobbs was elected to serve an Chairman oL the Board.
Uoon motion of Commissioner McDader seconded by Commissioner i'lalkerr and unanimously
adoptedr L, J, Phipps was reappointed as Judge oL Orange County's Recorders Court for a tenure
of two (2) years,
Upon motion of Co~mnissioner Jonesr seconded by Commissioner 7ialkerr and unanimously
adoptedr F. Lloyd Noell was appointed Prosecutor oL Orange County's Recorders Court for a
tenure of txo (2) years.
The following road petitions were presented to the Board and tho Clerk was requested to
mail them to tho State Highway Commission,
1. Road located in Little River Tmmshtp and is a connecting link betrrecn Highway 40, B6
and Highway 57.
2. Road located in Chaoel Hill Tormship in the subdivision known as Dogwood Acres runs
fraa Smith Level road to Dogwood Drive and is locally known as North Street.
7. Road located in Eno Tmvnship runs from Nevr Sharon Methodist Church to Highway 857
and is knorm as road /(591 on State Highway Systom.
4. Road located in Hillsboro Township runs Lrom !{ighway 1:70 to Old Faucette Mill road
and is known as part of Old Faucette Hi11 road,
$, Road located in Hillsboro Township tuns from Lake Shore Drive to Flest !?illsboxo
School and is known locally as Lake Shore Drive, Petitions request extension of this road.

would issue a renexal certificate which could be forwarded to the Clerk for recordation.

Dean of Textiles at Btat.e College concerning the valuation affixed by the County on the Harlington
Mills Machinery.

Stacey Pieville on the Planning Board for Chaoel Hill and Environs. i{r. Neville had resigned from
the Board because of hill health, Pee Clerk was requested to notify Frank Umsteadr Chairman of
said Board of this appointment.
No acting was taken on the request From the Dueling Chamber' of Commencer lee. to contribute
io the Flagavalina Highway Association of North Cawli.na.
The Board declined to make any reduction on the request of Aubury Harrrard to reduce
hie tax valuation, The Doard considered its previous action in this mutter as final.
Upon motion of Commissioner 'rfalkerr seconded by Commissioner Stanford the following
resolution was unanimously adontied. The Cletk was requested to mail a cooy of said resolution
to Mr. Ray, i

Dwight Ray that you have been an outstanding Commissioner. The sincerit.;J with which you have
performed the duties of the office have increased the respect and affection which you are held by
everyone. Retuzning to private life we xish for you many years of happiness, but we sincerely
hope that you will continue to take an active Hart in all movements looking to the progress of
the County and the xelfare o1' the people, You take with you our respect and affection,
Upon motion of Cortonissioner Nalker, seconded by Commissioner McDade, and unanimously
adopted, all county offices were granted from Wed., Dec. 24th, at 1 p,m. until Monday, Dec, 29th
for Clss'istmas Holidays,
Upon motion of Commissioner Walker} seconded by Conanissloner Stantordr and unanimously

WHEILAS, the present Board of Commissioners was hnxu in ofi ice at the time of the passing
of Robert 0. Forrest, of Hillsboro, North Carolina, who was appointed to this Board on Atay 7, 1951,
elected Chairman on December 1, 1952, and served in said capacity until Becember 5, 1951st and
:~ttGR3AS, it is fitting and proper that this Hoard of Commissioners express its appreciation
of the tine service of Robert U. Forrest and enter record thereof in the-minutes of this Board,

in regular session on ;ionday, December 1, 1958, learn with personal sorrow of the death of Robert
J. Forrest, and each member of this Board personally recalls the fine service zencerad by Mr.
Forrest. He gave of his time eneeo,/ and mental effort in the best interest of Orange County.
This deep interest. on the part of Pfr. Forrest. was not confined to the monthly meetings of the
Bwrd of Commissioner s, but !vas continuous from day to day, and as a result oi. his efror is great
progress eau made in the advancement. of efficient county government and the securing of modern
and adequate county facilities. Although A1r. Forx est had not served during the past four years he
had continued to maintain his deep interest and had at all times been willing to discusa with
current members county pt oblems and his advice and counsel 'Has been deeply appreciated and
greatly valued by the members of this Board.
The name of Rpbert J. Forrest will stand out prominently in the lpng list of mer.,bors of
the Board of County Commissioners oT Oran Se County who have contributed greatly to the advancement
and progress of our County. This wise counsel and deco interest will 'oe missed by current and
future Boards of Commissioners,

RESOLVED further that this resolution be made a Dart of the minutes of this meeting and
a cony be sent to hlr s, Forrest by the Clerk to our Board,
Upon motion of Commissioner Jones, seconded by Commissioner Stanford, and unanimously
adopted, the Blerk was requested to write a letter to Roy ;d. Cole, retiring Prosecutor of the
Orange County Recorders Court, thanking 'Him for his service to Orange County for the past too
(Z) years,
Upon motion of Commissioner McDade, seconded 6y Commissioner Jones, and unanimously adoptedy
G. A. Cannady xas appointed Assistant Coroner for a four (4) year tenure.
The Hoard of Commissioners adjourned and reconvened as a Board of Equalisation and Review,
Mr. E. C. Cheek appeared and requested a reduction in the tax value on his property
located in Bingham formship. 'The County Accountant, Conaaissioner FtcDade and Comnlssionur
Stanford agreed to inspact his property on fled, afternoon, December 3rd.
the Board adjourned as a Hoard of Equalization and review and reconrened as a Board of
County Corcnissioners.
The request of John Allen Cates of Chanel Hi11 reoues tine a refund on taxes paid Bras
turned over to the County Attozney.
