(NOTE: As of July 1, 2017, a new bill was passed in the North Carolina Legislature regarding
the training period for pending members of the "Adult Care Home Community Advisory
Committee and Nursing Home Community Advisory Committee". The bill is HB248 which
reverses the appointment of the applicant to a one year training term. Applicants will be
selected from our county "Applicant Interest List" for a more condensed training and if the
applicant successfully completes the training, they would be recommended for appointment.

Therefore, when an applicant is recommended for appointment, it would initially be for a one
year preliminary term and their training will have already been completed.
FINANCIAL IMPACT: None
SOCIAL JUSTICE IMPACT: Enable Full Civic Participation. Ensure that Orange County
residents are able to engage government through voting and volunteering by eliminating
disparities in participation and barriers to participation.
RECOMMENDATION(S): The Manager recommends that the Board consider making
appointments to the Adult Care Home Community Advisory Committee.

William Lang be appointed for an additional term. Will is very active and a valuable asset to our group,
providing leadership, stability and insight resident right concerns affecting our local senior community.

Adult care homes play an important role in the continuum of care for older adults and the

improvement is an important aspect of my work that can be translated easily to my role as an

Committee, a Maryland s governor state appointed committee that advises MDH on the
interpretations and needs of Maryland s Youth Camp Safety regulations.
My first wife lived in a nursing home for the last 6 years of her life. She passed away 10/11/17
after a 15 year battle with cancer.

I see nursing homes as a necessity for people who need significant care, I also have a strong
interest in advocating for people with disabilities.
The adults who require this support are also at a significantly greater risk of maltreatment or
abuse. I feel that I should do what I can to ensure that people receive good services, free of
exploitation and abuse.

well as the responsibilities and limitations of guardianship. I have a background in social work,
including working as an Options care manager in Pennsylvania .
Reasons for wanting to serve on this board:
I want to work to ensure that seniors and other vulnerable adults are served in appropriate
settings where their dignity, autonomy, and humanity is honored .

I work with Residential Services Inc as the supervisor for their independent living program
providing supports for adults in their own home. We do have group homes and a retirement
community in Durham, but I am not directly involved in operations. Due to the nature of aging

My sister has diagnoses of severe IDD, autism, cerebral palsy. I am her guardian. We
purchased a duplex in Carrboro so she could be located right beside us forever(she resides
there with a full-time caregiver). I have two advanced degrees in Special Education (PhD from
UNC)and have worked in the field of IDD for decades. The duties of several jobs consisted of
monitoring and reporting on the compliance of counties in providing appropriate services to
persons with IDD, who had moved from institutions to their communities.
Reasons for wanting to serve on this board:
I take my Guardianship duties seriously and want all persons wih IDD to receive good care. I
would also like to use the knowledge I acquired in my work as a legal monitor, in a relevant way.

None that I know of. My sister is part of the Innovations Waiver and her services are monitored
by Cardinal. Their work may come into conversation.

Reasons for wanting to serve on this board:
As project coordinator, I do not spend as much time in the field as the data collectors (my
supervisees)do. I feel disconnected from community based work in my research role and would
like an opportunity to re-engage in a more direct way. With that being said, I do maintain an
interest in policy and state-level decisions that influence the long-term care industry and aging
populations. Ombudsman advocacy seems to touch on the importance of larger level issues
while also incorporating resident-level input.

Reasons for wanting to serve on this board:
My first wife lived in a nursing home for the last 6 years of her life. She passed away 10/11/17
after a 15 year battle with cancer. Her passing, prompted my move to North Carolina.
I see nursing homes as a necessity for people who need significant care, I also have a strong
interest in advocating for people with disabilities.
The adults who require this support are also at a significantly greater risk of maltreatment or
abuse. I feel that I should do what I can to ensure that people receive good services, free of
exploitation and abuse.

Camp Safety in Maryland
- 15 year caregiver to my first wife who had significant needs and dementia due to a brain
tumor. 6 of those years she required nursing home care
