PURPOSE: To approve funding of $35,000 for the installation of the Greene Tract southern
access driveway and to approve Budget Amendment #6-C.
BACKGROUND: Recent litigation involving the fence blocking the southern access to the
Greene Tract was unsuccessful, resulting in a loss of a southern access road to the Greene
Tract. The Town of Chapel Hill has agreed to pay for 50% of the cost to construct a gravel drive
along an existing undeveloped public right of way to provide the County and Towns with a
southern access to the Green Tract.
Since this project was not anticipated as part of the Capital Investment Plan, a budget
amendment is necessary to fund this project. Staff recommends that the funds be re-purposed
from the completed Telephone System Replacement Capital Project to fund the project. This
budget amendment provides for the re-purposing of funds and amends the following Capital
Project Ordinances:

FINANCIAL IMPACT: The original budget of $30,000 was part of Budget Amendment #4,
which the Board of County Commissioners approved on December 11, 2018. The original
budget did not anticipate installing a new drive - only making modifications to the existing drive.
The total project is now estimated at $65,000 with both Orange County and the Town of Chapel
Hill sharing equally in the cost of $32,500 each.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goad applicable to this
item.
RECOMMENDATION(S): The Manager recommends that the Board approve the installation to
complete the Greene Tract southern access driveway project, and approve Budget Amendment
#6-C.
