Craig Benedict, Planning Director, (919) http://www.orangecountync.gov/DocumentCent 245-2585 er/View/6600/Revised-E-B-M-AMP?bidld= PURPOSE: To consider adopting the 2019 Efland-Buckhorn-Mebane Access Management Plan (E-B-M AMP). BACKGROUND: On April 3, 2018 the BOCC authorized the Planning Department to update the adopted 2011 E-B-M AMP in accordance with an approved public and advisory board review. This update has been conducted through a comprehensive public involvement process which included community input and recommendations from the Planning Board, Orange Unified Transportation Board (OUTBoard) and Economic Development Advisory Board (EDAB). Community Meeting - August 28, 2018 The Planning staff conducted a community meeting at Gravely Hill Middle School in the planning area. All public involvement is contained in Appendix C of the E-B-M AMP. Planning Board - October 3, 2018 The Planning Board recommended the BOCC approve the Plan with additional context. Orange Unified Transportation Board - October 17, 2018 The OUTBoard recommended the BOCC approve the Plan with additional context. Economic Development Advisory Board — January 8, 2019 The EDAB recommended the BOCC approve the Plan with the reduced connective option as preferred plan. Planning Director's Recommendation: The Planning Director recommends BOCC adopt the E-B-M AMP (Attachment 1). The proposed E-B-M AMP has been revised consistent with the discussion at the February 5, 2019 public hearing and support for the Reduced Connectivity Option. This option is also supported by Economic Development staff and EDAB. Adoption of the plan will lead to more orderly growth which promotes the public health, safety, and general welfare and helps to achieve the purposes of the adopted Comprehensive Plan. 2 February 5, 2019 BOCC Public Hearing: No members of the public spoke on the proposed Plan. FINANCIAL IMPACT: There is no immediate financial impact associated with this item. The 2017 Transportation Study was funded through the FY 17-18 budget at a cost of $35,000. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item: • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. RECOMMENDATION(S): The Manager recommends the Board adopt the 2019 Efland- Buckhorn-Mebane Access Management Plan (Attachment 1)
