PURPOSE: To consider a petition to add an extension of Edwards Drive to the state-maintained
Secondary Road System.
BACKGROUND: Residents of Edwards Drive extension (2 homes) have petiticned the North
Carolina Department of Transportation (NCDOT) to accept maintenance responsibilities for an
extension of the road. Edwards Drive, SR 2045, is located in Foxboro Estates subdivision off the
south side of Old Greensboro Road, SR 1005, Bingham Township. Foxboro Estates was recorded
in 1972. In 1983, the Orange County Board of Commissicners approved a petition to add Foxboro
Drive and Edwards Drive, both gravel roads, to the State Secondary Road System and NCDOT
maintenance program, That petition included the portion of Edwards Drive from Old Greensboro
Road to Foxboro Drive, This petition proposes to extend NCDOT maintenance 0.04-mile to include
maintenance of the road to the driveways of the two houses located on Edwards Drive beyond the
intersection of Foxboro Drive.
NCDOT has investigated this request (please refer to attached Secondary Road Addition Reports)
and has submitted the petition to the Board of Commissioners for its review and approval. The
Board must take an administrative action to approve the petition to NCDOT in order for NCDOT to
add Edwards Drive extension to the State Secondary Road System, and accept maintenance
responsibilities for that portion of the road.
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve the request to add
an extension of Edwards Drive to the State Secondary Road System..
