PURPOSE: To consider awarding a bid to Barrett, Irvin & Jordan Construction, Inc, of Durham, North
Carolina to pave the access road at the Orange County Landfill.
BACKGROUND: The 2004-2005 Solid Waste budget includes funds to pave the access road to the
landfill, The paving will begin just east of the weigh station and will end in front of the Household
Hazardous Waste (HHW) shed. The road will remain closed and traffic re-routed while the work is
being done. Currently, the road is covered with gravel, must be watered regularly to control dust, and
requires occasional grading and periodic addition of new gravel, The constant dust creates a health
issue far workers at the HHW site as well as a nuisance for customers.
Staff from the Purchasing Department and Solid Waste Management Department, with assistance
from the County's consulting engineering firm Draper Aden Associates, developed specifications for
the project. Fifteen vendors were solicited for Orange County's bid number 1417. Two vendors
attended apre-bid conference and three vendors submitted bids. Pursuant to the attached bid
tabulation, Barrett, Irvin & Jordan Construction, Inc.. of Durham, North Carolina submitted the lowest
responsible bid that was responsive at a cost of $50,665..
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $50,665.
Sufficient funds were allocated within the FY 2004-2005 Solid Waste budget,
RECOMMENDATION(S): The Manager recommends that the Board: award bid number 1417 to
Barrett, Irvin & Jordan Construction, Inc. of Durham, North Carolina at a cost of $50,665; and
authorize the Purchasing Director to execute the necessary paperwork.
