PURPOSE: To consider awarding a bid for a glass crusher from Andela Products, LTD of
Richfield Springs, New York far Orange County recycling operations.
BACKGROUND: At the May 4, 2004 BOCC meeting, the Board accepted a grant from the
North Carolina Division of Pollution Prevention and Environmental Assistance (DPPEA) in the
amount of $25,000 in order to purchase a glass pulverizing machine that creates alternative
products from unmarketable glass. Staff expects that the glass crusher will process green
glass, other loads of glass that include ceramics, and other difficult- to-market glass products.
The cutlet produced by the crusher can be used in landfill operations as roadway bedding,
drainage medium, landfill cover, and other uses, reducing quantities of stone and gravel usually
used for these purposes. The Town of Chapel Hill has expressed an interest in considering use
of the product to be used far a running trail base material. Other potential uses will be explored
depending on the quantity of cn~shed glass product available.
Bid specifications were developed and advertised on Purchasing 's website. Bids were solicited
from five vendors. Andela Products, LTD of Richfield Springs, New York submitted the lowest
responsible bid of the two submittals received at a delivered cost of $32,900.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $32,900.
The DPPEA grant would fund $25,000 of the purchase price, with the other $7,900 being
allocated from funds already available in the Department's FY 2004-05 budget.
RECOMMENDATION(S): The Manager recommends that the Board award a bid for a GP-05
Glass Crusher to Andela Products, LTD of Richfield Springs, New York in the amount of
$32,900; and authorize the Purchasing Director to execute the necessary paperwork.
