Minutes of the Board of County Comsussioners
November 3, 1958
The Orange County Hoard oL Cpmsissipners met in regular session on Monday, November 3, 1958,
they convened as a Board of Equalization and Review, at ten o~clock a.m. in the Commissioners
room at the courthouse in Hillsboro, N, C.
Members present: Chairman R• J.. M. Hobbs, Comatssioners Dona13 McDade, Donald Stanford,
Ihvtght Ray and Henry Vlalker. --
Meinber~s absent: none
The minutes for meetings held on October 6th and October 20th, 1958, were read by the
Clerk and approved by the Board. "
The County Attorney made a report on his investigation concerning the textile machinery
located in the Wm. L. Harrell Company plant at Hillsboro, N. C,
The Hoard adjourned as a Board oS Equalization and Review until Monday, December 1, 1958,
at 2 o~clock p,m.
The Eoard recowened as a Board of County Coamdssioners and the following items were
considered.
A road petition was submitted by }gaiter Hrown far Mortgage-Insurance Corporation oT
Burlington for the subdivision of Lace Forest Estates which is faceted in Chanel EM.ll, N. C.
?he petition requested that the 54ate Highvray Commission assume maintance for the roads
located in said subdivision. Tne Clerk was requested to mail said petition to the State
Highway Commission in Greensborq N, 0.

Upon motion of Commissioner Stanford, seconded by Comsissioner McDade, and all members
of the Board voting 1n the affirmative, $7.50.00 was appropriated to the Clerk of Court for the
inebriate cases. This money is to be taken from the 6nergency Fund.
T, A. Dutton, Division Engineerp L, N, Gunter, District Engineer and C, I. }gaiters,
Seventh District Supervisor, all appeared on behalf' of the State Highway Commission and nr esented
the Secondary road Progress Report for 1957-1958, and the Progress Report for the yeaz
195H-1959.
John T, Manning, Attorney from Chapel Eidl.l, introducted Honnsr 0. Hawyer, Attorney from
Nillsborq who spoke on behalf oT the Orange County Baz Assoclatfon and requested salary increases
1'or the Judge and Prosecuting Attorney of the Orange County 7tecorder~s Court. The Board
deferred action on this matter until the next budget year t.
A public heazing was held on the proposed meat inspection ordinance. The board heard
Jack Tilson, representative of Farmers Exchange and bberett ifennedy, representative oL ..
Piedmont Packing Company, express their' respective veins on said ordinance.
On motion of Commissioner StanToM, duly seconded 6y Commissioner Ray, and all members of the
Hoard voting in the affirmative, the follmving ordinance was duly adopted:
Section 1. It shall be unlawful for any person, firm or corporation in the County of Orange
to sell, offer Sor sale, exchange or deliver, or nrpcess in arq moat market or meat processing plant
from which or where any meat is sold or offered for sale, aqy beef, veal, mutton, lamb, goat, or
swine for the purpose of human consumptions unless prior to the first sale, exchango, or delivery,
or the processing of said beef, veal, mutton, lamb, goat, or swine has been subject to an
inspection by an official veterinarian approved by the Orange County Hoard of Coavmissioners, said
inspection to be made within 24 hours prior to the slaughtering of Bald animals and also a second
inspection to be made }vlthin 2la hours alter said alaughtering..All carcasses passing said second
inepection shall have imprinted on each primal part thereof the official stamp or brand of Orange
County. A11 carcasses as part thereof the official stamp or brand of Orange County. All carcasses
as hezeinbefore mentioned bearing the U, ~, Hnneau oL Animal Industry Official brand, or the official
brand of any other recognized official agency indicating that the carcass has been legally
inspected and passed as Tit for human food, will be permitted to be sold without .+~ditional
inspection, provided that said carcasses or parts thereon are sound, free from putrefaction and
othenv?se perfectly fit far human consumption.
Section 2. Caccasses submitted for inspection as herelnbeC'ore mentioned and fpund upon -
examination to be diseased, dirty, improperly dressed or otherwise unfit for food shall be
condemned and rendered in such a elate as to 6e unsuitahte Tor human food.

Section 4. All slaughtered animals mentioned in this ordinance shall at the time of
inspection be accompanied by the kidneys, liver and lungs, though it is not required that said
organs be held or naturally attached to the carcasses.
Section 5. For the purpose of identifying the meat approved under this inspection ordinance ~~

the Board of County Commissioners does hereby adoot a stamp for said puroose, said stamp to
have impressed theroon "ORANGE COUNTY ldEAT INSPECTZON - APPRW CD (insert name of inspector),
ZNSPECIOR".
It shall be unlawful for any person, firm or corporation, except the meat inspectors
herein provided 1''or, or other official of Orange County, to Gave in his, their or its possession
any stamp or' brand which may be used for the purpose of imitaiting the official brand hereby
designated by the Orange County Board of Commissioners.

to thoroughly examine all animals prior to slau;;htering and all carcasses suNmltted for'
inspection by exercising due care and expex•t Judgment to the end that all animals which are
found to be diseased, dirty, decomposed or improperly dressed sha71. 6e excluded from the

provided for are further authori,xed and empowered and it shall be their duty to condemn or•
reJect cazcasses in the whole or in paz~t when arty condition is observed which renders the meat
un'fi/t or unsuitable for human food.
y Section 7. If any person, firm or corporation shall violate arty provision of any
section of the foregoing ordinance, he, she, they, or the officers of such corporation, shall,
upon cowiction, be adJudged guilty of a misdemeanor.
On motion of Commissioner Walker, duly seconded by Commissioner McDade, and all members
of the Board voting in the affirmative, Dr, Y1, H, Panderbilt of Chapel Hill was appointed the
official Meat Inspector for Orange County. Said ordinance is to be effective on and after
November 3, 1958.
A schedule of fees and other rules and regulations governing said ordinance not incorporated
in the said Heat Inspection Ordinance shall be drarm by M H. Graham, County Attorney? S, E4.
Cattis, County Accountant, and Dr, David Garvin, District Nealth Officer. Tho Hoard requested
that a report on this matter be made at. their next mont[il.y meeting.
On motion of Comm]ssioner 1'lalker, duly seconded by Commissioner StaMOrd, and all members
of the Hoard voting in the aTlis'mative, S. L:. Gattis, County Accountant, nos authorized to
abandon the present method of recording land sales receivable and commence recording these
on the books vrith 100p reserve as recommended by the County Auditors, The W. H. Russ Company of
Raleigh, N, C.
On motion of Covmissioner Walkeq duly seconded by Commiusloner Ray, and all members of the
Hoazd voting in the a!'fis'mative, the County Accountant, was authorized to invest the $152,000.00
proceeds Trom the insurance settlmnent from the Centr'a1 School fire vrlth the Durham Hank and
Trust Compare of Hillsborq, N. C. on a certificate of deposit at the rate of lx$ for a six
month period.
On motion of Commissioner Ray, duly seconded by Commissioner 4cDade, and all members of
the Hoazd voting in the affirmative, the late listing penalty frog the tax account of Dr.
Thomas YI. Farmer, in the amount of S26.d5 was released, due to the circumstances that exist,
in that, Dr. Fazmer acted iA good faith in trying to get his taxes listed before the
expiration date. '
On motion of Commissioner Aay, duly seconded by Commissioner 1'fatker, and atl members oL
the Hoard voting in the effirmative, the late listing nenalty oC Dr. Dermot L•ohr, 202 Yrest
Center Street, Lexington, N. C. Tor poll tax was released but the penalty against his son,
Lloyd D. Lohr was retained.
