Charge of the OUTBoard (from Section 1, Part C of the adopted Rules and
Procedures)
1. The OUT Board is charged with advising the Board of County Commissioners
on the planning and programming of transportation infrastructure
improvements and other County transportation planning initiatives, as directed
by the Board.
2. From time to time the OUT Board may be directed to provide input on
regulations on which the Planning Board has primary statutory and local
ordinance advisory duties. In such instances, the OUT Board shall serve in an
advisory capacity to the Planning Board.
Meetings (from Section IV, Part C of the adopted Rules and Procedures)
C. Date, Time, and Location of Regular Meetings
Regular meetings of the OUT Board shall be held as needed to address items that
require Board action consistent with its Charge and Duties identified herein.
Meetings are held on the third Wednesday of the month. The start time and location
of the meeting shall be included on the agenda and shall typically be 6:30 p.m. at
the Orange County West Campus Office Building located at 131 West Margaret
Lane, Hillsborough. The OUT Board Chair, in consultation with staff, shall have the
authority to change the start time and location of a regular meeting to meet any
special circumstances, provided the information is included on the distributed
agenda.

47 Allyson Coltrane: We have a 10% discount at bicycle shops in Chapel Hill and Carrboro, starting in January I will be
48 handing out those coupons. The coupons currently show ending in December however they will be updated once that
49 cycle has ended. New Year New Commute will start mid-January, I will also give out those coupons at that time. Chapel
50 Hill and Carrboro are giving some out now. Chapel Hill does this campaign year-round, so you will be able to have
51 discounts all year round.

62 Allyson Coltrane: DOT allots us certain hours that we can dedicate to certain routes and services, so those are hours
63 you would need to make the Hillsborough circulator run every 30 minutes, or to expand the service to 8:00 P.M.

65 Art Menius: How far short is our capacity, people, and money compared to the excellent goals laid out in the
66 PowerPoint?

68 Theo Letman: We are very far apart. There was a discussion a year ago regarding the light rail in the transit plan. A lot
69 of the money is going toward the light rail and not a lot towards bus. Part of the transit plan is to push what the needs
70 are in the area and what the folks want. Myself; Travis Myren,the Deputy County Manager; as well as Craig Benedict go
71 to the staff working group meetings with GoTriangle and the other transportation providers, and we push for this and as
72 much dollars as we can to get out the transit plan for these projects, but there is a huge gap between what is proposed
73 and allocated. Negotiations are still going on between the entities to finalize what our cut should be.

75 Heidi Perry: So the circulator is out, was that one of the ones they took off the plan in order to only have the light rail go
76 forward for funding?

78 Theo Letman: There was a proposal that I put out to have a reverse circulator and that is what they took off, but I am not
79 letting it die. I do have another plan. The idea is to divide the circulator into two intersecting routes. We currently have
80 one loop and it is a very long ride for everyone. So my thought is to break it into two different routes.

84 Theo Letman: Exactly. Bisecting in the middle of the town and they can make their connections. It would provide more
85 frequent service and will require more hours. I am working on getting it done.

89 Theo Letman: To follow Allyson on the status of the transit plan, it is in final draft mode and is currently being reviewed.
90 Once reviewed by staff, it will be brought to the OUTBoard for review. Our concern has always been that we provide
91 more on-demand services than fixed routes. Both GoTriangle and Chapel Hill Transit provide fixed route services. In
92 our rural county, we do a lot of on demand; a lot of Medicaid transportation and a lot of paratransit services that provide
93 for the elderly and the disabled. My focus is to meet the needs of those populations and provide as much service as
94 possible. To organize services that are both cost effective and meet those needs is not always possible because of
95 ridership. Part of the transit planning is to bring those ideas and efforts forward in a comprehensive plan that articulates
96 the needs of this community. We are going through the review process with GoTriangle. We will bring that report
97 forward for the OUTBoard to review. Staffing is almost back up to full staff since the last meeting. We are currently
98 hiring for part time and full-time drivers and a full-time,operations assistant. It has been grant season with NCDOT since
99 our last meeting, and for the first time,we applied for a 5307 grant which is an urbanized area grant. The grant provides
100 dollars for more positions, and it provides for the transit amenities that we are planning for. We have a semi-seat project
101 that we are working with the Department on Aging on, and as of a year ago, the project is still on going so the grant
102 provides money to make sure the labor is still there. It will purchase bike racks and vehicles that were purchased without
103 bike racks. Mobile pay will be a way for people to use an app on their cell phones to pay the fare as they board the bus.
104 We are just about finished with our procurement for upgrading our software that will help us manage the internal the day-
105 to-day services and scheduling and provide external means for passengers to look up when their ride will arrive. They

106 will be able to track the vehicles themselves utilizing the app. Hopefully by the end of December we'll start going through
107 the process of transitioning our services to the new software.

109 Randy Marshall: Allyson seemed to be saying that with the additional needs for funding for Orange County Public
110 Transportation, some of those funding sources were being pulled off for the light rail project. What's the relationship
111 between the funding of each of those, and is it true that there's competition and public transportation is losing funding to
112 the light rail? Is the light rail just banking the funds that they are getting, or do they actively have things that they are
113 spending it on? How does that work?

115 Theo Letman: A concise answer would be that in the original Transit Plan called the (BRIP) Bus, Rail Investment Plan;
116 there was a negotiation done way before my time here. Each entity within the counties was designated or allotted
117 certain amount of funds.

119 Heidi Perry: From the Transit tax?

121 Theo Letman: From the Transit tax. As well as funding going toward the light rail which takes the lion's share of those
122 funds. At the time there was very little leadership at Orange County Public Transit and so was got a paltry amount of
123 funds. Now as we see the demand growing and increasing over the years, we are going back and renegotiate this
124 arrangement so that we get more funding. I think the Commissioner as well made it very clear that there needs to be
125 more investment in bus transportation because a huge part of the county will probably never utilize the light rail. It's in
126 the rural areas, some of the urban areas that don't connect with the light rail, so the Commissioners pushed that there
127 should be more investment in bus.

129 David Laudicina: Isn't it true though that the plan has provided quite a bit of service already for Orange County?

131 Theo Letman: Yes. The Transit tax is doing what it is supposed to do.

133 Heidi Perry: There were also a couple of projects that were in the running for state funding and they were all pulled so
134 that the light rail would be the only project that was in contention for the funding. They didn't get any funding, so that
135 means it can't be implemented.

139 Theo Letman: It was part of the SPOT process that things have to go before the state and the state Board of
140 Transportation for approval. The reverse circulator scored better than both the light rail and the BRT and it got pulled
141 because it was taking votes away from the light rail.

143 Heidi Perry: How is a Transit Uber superior to a regular Uber? Is it more efficient? It is because you're piling up rides
144 and doing more than one at a time?

146 Theo Letman: Uber is not even in this area from what I understand, so I am trying to capitalize on that and provide some

152 particular light rail services.

161 Abigaile Pittman reviewed the OUTBoard Annual Report 2018 and Work Plan 2019. Responding about activity#1, High
162 Impact-Low Cost projects,Abigaile Pittman stated that these projects do not go through a SPOT scoring process, but are
163 prioritized by criteria and the OUTBoard comments but does not vote on candidate projects.

165 Heidi Perry: Could High Impact-Low Cost projects put shoulders on roads?

167 Abigaile Pittman: That is possible, and some of the county's candidate projects are shoulder road widening. These
168 projects are a separate item on the agenda tonight.

170 Heidi Perry: Referring to #8 on the list, I see we are going to go back and look at the Efland-Mebane Access
171 Management Plan. I don't see Hwy 54, but we are going see Hwy 54 again too, right? Nish said he was going to come
172 back to us with that. We just approved the Minutes that said he was going to do that. I want Hwy 54 included on the list
173 in case it comes before us again. There was consensus among the Board to add Hwy 54 plan review to the list.

182 the bridge on Orange Grove Road came from this group and a group in Hillsborough. How high is the railing?

186 Randy Marshall: Referring to#9 on the list, my recollection is that we were going to try to get the Town of Hillsborough
187 to put in the sidewalks as part of the Save Routes to School plan implementation efforts.

189 Amy Cole: We met with the Town of Hillsborough and the dilemma was who funds sidewalks, who puts them in, and
190 who maintains them.

196 Amy Cole: The Hillsborough town limits extend to the bridge. The county cannot maintain a sidewalk, so we need an
197 agreement where the Town of Hillsborough will maintain the sidewalk for the County. We have asked for them to come
198 to an agreement.

200 Randy Marshall: What about getting the school district to ask for voluntary annexation? It should be dense enough.
201 Could the school board ask for annexation?

203 Amy Cole: The high school is the property abutting up to the highway. And there is a lot of foot traffic every day that
204 goes over that bridge. I consider the fence a stepping stone but would also like to see the speed limit reduced there and
205 to put a stop light. I would love to see something that slows the traffic down during the morning and afternoon when
206 students are walking to and from school,and at the Oakdale intersection. Has NCDOT reviewed safety measures for the
207 Oakdale Drive intersection?

209 Abigaile Pittman: This is not something that needs to go in the OUTBoard's work plan though. Spot safety
210 improvements at the Oakdale intersection could be discussed at an upcoming NCDOT luncheon agenda.

214 Abigaile Pittman: There are specific criteria for High Impact Low Cost program projects, and it may best be discussed
215 with NCDOT and evaluated for spot safety program improvements first.

224 Jenn Sykes: I'd like to add to#5 regarding promoting alternative transportation modes that we work to ensure there is a
225 focus on helping to promote anything via the bus or bike in areas that are struggling economically in town.

227 Johanna Birckmayer: I was wondering if you could join with the Health Department and Social Services to do more and
228 educate about bus routes.

230 Jenn Sykes: I know from another board that I am on that they are trying to become more consolidated to provide more
231 outreach to these areas.

233 Abigaile Pittman: What we come up with has to fit within the context of the OUTBoard's charge, and not overlap with
234 OPT's work projects.

236 Randy Marshall: Are some of these areas on fixed routes? What about requesting a bus stop? There could be a fixed
237 advertisement with a schedule on the inside of it. I don't know what the shelters cost, but even just a bench to start with.
238 Maybe pull funds from Parks and Recreation. Maybe the Health Department could buy half a bench. If you get multiple
239 sources of funding for those things which have fairly finite costs, you may be able to do something.

241 Jenn Sykes: Yes, some of these areas are on fixed routes and some of them are as simple as saying this stop is here
242 and improving the sign on it.

PURPOSE: To provide a recommendation to the Board of County Commissioners (BOCC) on a
list of transportation priorities for consideration in Strategic Prioritization of Transportation
(SPOT) / Statewide Transportation Improvement Program (STIP).
BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a ten
year Statewide Transportation Improvement Program (STIP) that funds and schedules
transportation projects throughout the state for all modes. The STIP implements Metropolitan
and Rural Planning Organizations (MPO/RPO) adopted Comprehensive Transportation Plan
(CTP) and Metropolitan Transportation Plan (MTP). The CTP and MTP are used by MPO/RPO
to determine which projects are submitted for considered in the STIP using the Strategic
Prioritization of Transportation (SPOT) process.
SPOT 5.0/STIP FY 2020-2029
Orange County has thirty-nine (39) projects in SPOT 5.0. This includes its member jurisdictions,
Hillsborough, Mebane, Chapel Hill, and Carrboro. Eight of them have been funded, these
projects are:
• TIP - 1-3306A: 1-40 Widening from 1-85 to US 15/501
• TIP - 1-5984: 1-85 at NC-86 Interchange upgrade
• TIP - 1-0305: 1-85 Widening from Orange Grove Road to Durham County
• TIP - U-5304A, B, D, E, F: US 15/501 improvements from NC-86 to 1-40 (Chapel Hill)
SPOT P6.0 Schedule and Process
Between July 1, 2019 — September 30, 2019 MPO/RPOs across the state will submit their
limited number of projects — based on their population and total centerline miles — to North
Carolina Department of Transportation (NCDOT) for inclusion in SPOT 6.0. These projects must
be approved by their respective Boards prior to submission. Orange County process requires
the Board of County Commissioners (BPCC) approve the list of County transportation priorities

prior to submission to respective MPO/RPO. Each MPO/RPO has their own unique process for
determining which limited number of projects they submit to NCDOT.
• DCHC MPO will only submit projects listed in the adopted MTP
• TARPO will establish a subcommittee to determine which projects to submit
• BG MPO uses a multi-criteria process to determine which projects to submit
Before MPO/RPO Boards approve the projects for submission, they will conduct a 30 day public
comment period and public hearing.
SPOT P6.0 Project List
Based on changes to MPO/RPO SPOT project selection processes, staff is recommended
Orange County transportation priorities also change so that projects may compete better. Staff
has also meet with member jurisdictions in Orange County to identify specific corridors they
would like addressed through SPOT/STIP or other funding opportunities. These changes and
potential corridors are provided as staff recommendations for Orange County Transportation
Priorities (Attachments 1 - 3). Many Orange County 2017 trans ortation priorities are carried
forward, these are in Green. New priorities are recommended in Oran e.
• Staff recommending removal of independent bike/ped projects based on STI Law § 136-
189.11 (d).(3).c.— The Department shall not provide financial support for independent
bicycle and pedestrian improvement projects.
o Independent bike/ped projects can be pursued through Federal Surface
Transportation Block Grant Direct Allocation (SDBGDA) which is part of STIP
o They require 20% local match and local administration
• Staff recommends converting paved shoulder projects and independent bike/ped projects
to highway modernization projects with bike lanes.
o 1 st 5' width of sidewalk is subject to NCDOT Sidewalk Cost Share Policy — 40% for
Orange County — and any additional is 100% locally funded.

SPOT and other funding opportunities
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
However, should County seek any bicycle or pedestrian projects, it will be required to provide 20
percent local match for the project's overall cost. It will also be obligated to provide local
administration in addition to the local match. All bike and pedestrian projects will require a
resolution or letter of commitment from Orange County indicating the County will provide the
local match and administration if any such projects are selected for funding. This will be
choreographed with the County's budget process.

BACKGROUND: Since the November 28, 2018 OUTBoard meeting, four posters and a
brochure focused on `Rules of the Road' have been printed by Vista Print. The installation of
fifteen bicycle safety road signs at entry points to the county and along frequently used bicycle
routes began January 7th. Additionally, the bicycle safety website has been completed and
linked to the Orange County Transportation web
site: http://www.orangecountVnc.gov/2047/Bicycle-Safety .
Next Steps
Staff and the BSIS will continue to work on:
• Social media ads and posts, and radio ads will be underway late fall of this year.
Budgeted funds will be utilized for social media ads on Facebook, Instagram and Twitter,
print and/or radio ads (WCHL Radio, News of Orange, etc.). Audio PSAs will be
produced by WCOM Radio next spring.
• The scheduling of events, including a Bike Rodeo, and other community events where
bicycle safety brochures and branded swag can be shared.

and at its October 17, 2018 meeting (Attachment 1), in the absence of a quorum, recommended
the Board of County Commissioners (BOCC) approve the Plan with inclusion of some clarifying
text additions. The E-B-M AMP is being revised to reflect the OUTBoard's recommendations.
The public hearing draft will be formatted to track the changes from the first draft and will be
released no later than January 31, 2019, consistent with the County's agenda preparation
schedule. In addition to the regular posting that occurs on the County's BOCC meeting area of
its website, the draft will be posted on the Planning Department's website where additional
materials and information on the AMP has been made available to the public, following is the

On November 1, 2018, the BOCC opened the Public Hearing for the E-B-M AMP but continued
it to February 5, 2019, in order to meet with Economic Development staff and the Economic
Development Commission to fully understand its questions and provide responses. The primary
concern raised by Economic Development is the future marketability of relatively large
properties (e.g. where new connector roads bisect the area) that have been targeted for
economic development purposes. County Planning and Economic Development staffs have
met for initial discussion to see if there's opportunity to allow some flexibility in Plan
implementation and a meeting has been scheduled with the Economic Development
Commission to take place January 8, 2019.

31 Nish Trivedi: There are no recommendations on Hwy 70; it was not recommended for any right-of-way changes.
32 If the state decides to pursue some of these projects, these are along state roads and NCDOT has their own
33 process to acquire any additional right-of way.

35 Resident: I live in the Cheeks Crossing community and I noticed the intersections around where I live are
36 congested; I see congestion isn't mentioned. Were there any studies done at the intersections of South Frazier
37 and Buckhorn Rd, East Washington Street Extension and Buckhorn Road? Those are highly congested areas.
38 We have had several accidents there. It really needs improvements. Also,what are the specific plans in terms of
39 extending of those roads on Buckhorn beginning on Exit 157 off 1-85/40 going along Buckhorn Road toward US
40 70? That's the community I live in; what were the specific plans; what were the studies and what were the
41 results in those areas?

43 Nish Trivedi: We have Cy Stober from Mebane.

45 Cy Stober: My name is Cy Stober and I'm the Development Director with the City of Mebane. To answer your
46 questions, in May of this year the NC Railroad conducted a study recommending improvements in the exact area
47 you are talking about for what they call grade separation, a bridge over the railroad tracks. I have sketches there
48 is not a public process; no designs have been done. The project is not funded. It was the only project in this
49 plan that was not funded. There are a number of safety improvements that are being done from Gibson Road in
50 Mebane all the way through town. The Buckhorn Road project is estimated to be around 8.5 million dollars and
51 so it would have to be funded and done by the state. There are 3 sketches in here, Mr. Jones came by the office

52 this morning and got a copy of the plan. We have more copies of the plan and it's available on our website. 1
53 would be happy to talk with you after the meeting and show you some of the safety improvements suggested for
54 that very area. In addition, the City adopted its own transportation plan. The limit of our jurisdiction is Buckhorn
55 Road. Widening of Buckhorn for safety improvements including intersection improvements is identified in this
56 plan as a priority project. The City cannot afford to do that project, it is well beyond our means. We would have
57 to rely on state funding and again this is an unfunded project that we would like to pursue that would be entirely
58 separate process from what Nish is doing here this evening or that Orange County is considering. These are
59 unfunded projects that would have to have a totally separate public participation and design process that would
60 come in the future should the project be funded.

62 Resident: So what is long range goal here in terms of the future?

64 Cy Stober: We actually had a meeting yesterday about how to acquire state funds to do these two projects.
65 Best case scenario would be that the projects would be nominated for state funding in spring 2019. That will be
66 a one year process of consideration by the state so we won't even know for over a year. After that point, should
67 they be funded, there would be a design and public participation process that last another year to 2 years and
68 then construction would begin. The first year of construction, the public doesn't see anything, nothing happens.
69 The fastest track that we could see anything would be 4 years from now roughly. The soonest you would hear
70 something is 18 months from now about whether the state has funded anything and if it is this project, how you
71 can participate to make sure your concerns are heard. We know there are concerns about impacts to the
72 churches on Buckhorn and of the 3 sketches that have been done so far, avoid the churches there.

74 Resident: What about the homes?

76 Cy Stober: There is one sketch that avoids all homes and then two others that do not. We need your input to
77 help us decide the best sketch. We don't have a favorite, Orange County has two sketches that they don't like
78 and the one they do like is the one that does not impact any homes. They sent us a letter to that effect.

80 Resident: It still would be an impact, noise, getting out of their homes with a bridge. How close would it be near
81 the homes. There would be some impact. So as a homeowner there I would like to know now what would be
82 the foreseen impacts if I remain there.

84 Nish Trivedi: Right now it is not in the plan, if it is funded by the state it is in a ten year window. If within the first
85 five years it is guaranteed to be built.

87 Resident: I'm not asking about the process about when it will be built, I am asking about the study. If you did a
88 study and it was a holistic study then you should know the impact it would cause. You have 194 people in the
89 Cheeks Crossing Township that you are going to impact. What were the results in terms of if you did this, what
90 would be the impact on the people who remain living in that community?

92 Cy Stober: We simply cannot answer that question at this time because a design has not been determined.

94 Resident: So you did a transportation study and you don't know the impact it is going to have on the community
95 in which you are going to put the road through? You did a transportation study, you had transportation
96 engineers you had environmental engineers and there is no results on how that would impact the 194 people
97 that live there. There were no results?

99 Nish Trivedi: In the 2017 study, that area was not studied. That is why we are saying additional study is
100 required.

102 Resident: So when will it be done? The letter I received said you would connect Industrial to South Frasier, add
103 two lanes on Buckhorn starting from 1-85/40 to Highway 70 so that is the Cheeks Crossing Township. That
104 township has 194 people so that is not the study? You didn't do any transportation study in that area?

106 Nish Trivedi: Not when the 2017 study was done,when the project is being done by the state the state would do
107 a separate, more detailed, on the ground public involvement study for that road. There is no design for that road
108 at this point.

110 Resident: You sent me a letter as a property owner telling me that you are going to impact my road and there
111 still was no study done.

113 Nish Trivedi: We're not having any impact on your road, if you are not developing your property then there is no
114 impact at this stage. If the state doesn't fund the project there is no impact.

116 Resident: Then why did I get a letter?

118 Nish Trivedi: To get your input and comments so we can include it in this plan when it is updated. If the state
119 does fund it we would come back to you again for more detailed, direct community meeting for that project -
120 because there is going to be increased traffic along Buckhorn Road, because of the development goal for this
121 area and because if any development does occur it is going to create more traffic. In the event that is not done it
122 will create more safety problems and more issues if not addressed. We feel that area needs to be studied and
123 addressed. It is on the plan as a blue dot indicating additional study needs to be done to address the increase of
124 traffic that is going to be 10-20 years down the line for that road.

126 Resident: I would like to add there is already increased traffic.

128 David Laudicina: You mentioned the cross-section potential for bridges over the railroad, did they take into
129 consideration the fact that they may double that track in the future?

131 Cy Stober: That has been discussed with DOT and would be addressed by the design. Independent of all of
132 this, Orange County and Mebane have successfully lobbied DOT to put a traffic light at the intersection of
133 Buckhorn Road and US 70. It will be there by Christmas of this year. It's been delayed already but we are
134 working hard to get that installed.

136 Nish Trivedi: One of the considerations the Planning Director made was to remove a road near the Mattress
137 Factory Road area because of a stream crossing and all the issues involved so we have removed some of that
138 road network to avoid touching the streams and the crossing and provide the same east/west connection. We
139 have added text to include bicycle safety based on the recommendations from the OUTBoard and to include that
140 this network should be for all users whether transit, auto or bike/ped. Another recommendation was how it
141 addresses the Economic Development objectives in the plan and how does it encourage mixed use projects to
142 support walkable communities and how does the plan address public transportation and alternative modes such
143 as carpooling and park/ride facilities. I will include more narrative about the cross section and try to meet these
144 objectives. Now we are seeking OUTBoard comments and recommendations.

146 Heidi Perov: You've had a lot of public comment, did any of it change any of the plans?

148 Nish Trivedi: The only real change was the removal of the roads in the Rock Quarry Road area we discussed.

150 Heidi Perov: The questionnaire you used was odd because you are working in an area where there isn't any
151 public transit, bike or pedestrian facilities so it seems like the better way to ask this in the future is would you use
152 transit if it were available; would you ride bikes or walk in your community if there were facilities available; what

153 is the one part of your commute that is the most frustrating. Other comments I have is that I would like to see
154 included in there in the intersection improvements that roundabouts be considered along with turn lanes. I would
155 say if you have a road with sidewalks included in the cross-section that it would be good not to have a speed
156 limit over 45 mph. I would also say when you have a road with 12 foot lanes and 5 foot shoulders; I would
157 consider changing that design to 11 foot lanes and putting in an extra buffer between the lane and the shoulder
158 with the other foot. Also, I didn't hear anything in the report about air quality. Is there anything that requires an
159 air quality report would be part of that road improvement process?

161 Nish Trivedi: No, I don't think that is part of our UDO for development.

163 Heidi Perov: My last comment is that I think as part of this report there should be something that says that new
164 technologies should be taken into account and studied which may offer new ways to address intersection
165 improvements, traffic flow and safety without road widenings. I think there is going to be smart signalizations
166 that are going to improve in 10 years'time and promoting transit to get people to not be in their cars which would
167 actually improve the roads to the point that we may not have to widen them. So I think new technologies and
168 public transit should be addressed.
