Progress Report & Work plan
Bob talked about priorities and strategic goals
Maureane suggested additions to plans with respect to community services section for
next year. Bob will add a sentence or two
Ed suggested attaching article about the barn cat program; also suggested making it
explicit our success with respect to “lifelong muzzling,” add dogfighting legislative
advocacy. (Maureane agreed with this but thought it should be couched in terms of
using a behavioral assessment to make the determination rather than a once-size-fits all
inflexible standard)
1. community’s and media’s positive reception of community-cats program
2. being able to allow for “revisit[ing], review[ing], and rescind[ing]” of dangerous-dog
declarations
3. legislative agenda generally—including fighting dogs under the fighting dogs
legislative action—see Legislative Agenda Items—what has already gone to the North
Carolina Association of County Commissioners (might actually have been added to the
agenda already) (what ASAB has accomplished is moving the legislative agenda forward)
Board approved the draft document subject to Bob’s revisions in accord with our
discussion and Maureane and Molly’s subsequent review
Pat Sanford Animal Welfare Award
Evelyn Daniel: described review process by review subcommittee
Review subcommittee selected Hope Rescue, which looks at older animals that cannot
be placed and would be euthanized if left in another facility; asked for funds to do
dental work (the group pulls from facilities around the Triangle, but the award would be
used on animals that have been pulled from OC Animal Services)
Subcommittee unanimous
ASAB voted to support the award selection
Old business:
• Unified Animal Ordinance Amendment accepted—went into effect Nov. 15 (FAQ out;
orientation has been held for all of our staff; specific orientation held for ACOs)
• Evaluation of Owner-Surrendered Animals: Per last meeting, Bob talked to County
Manager (Bonnie Hammersley) about whether it was okay to make the Animal Services
Director the last point of appeal; she supported it.
o Andi told us how things were going with the form thus far
o Maureane suggested that we get another report in 6 mos
• Legislative Agenda items—Placed all of our NC Dangerous Dog law proposed agenda
items in one sheet—includes § 67-4.1, which has already been added to County’s
legislative agenda; and §§ 67-4.5 and 67-4.2
o Bob explained the process by which the legislative agenda is adopted
o Ed had concerns about the language of 67-4.5; that it would not function as we
wanted
o Looked at Bob’s original draft language—“Provisions for review and revocation
of declaration of a dog as potentially dangerous”
o Evelyn suggested that we expand on “Provisions for review and revocation of
declaration of a dog as potentially dangerous” language so that people would
understand the purpose of the proposed change
o ASAB approved the § 67-4.1 and § 67.4-2 as is; the expanded original version of §
67-4.5 subject to the addition of an elaborative sentence—to carry this forward
to manager’s office for consideration by the BOCC as part of the county’s next
legislative agenda
