Dear Robert:
This letter is to serve as our work order request for the subject task. A scope of work and not-to-exceed
fee proposal is presented below.
Scope of Work
Draper Aden submitted a permit renewal application on behalf of the County on June 27, 2017 for the
Eubanks Road C&D Landfill Permit and also submitted a revised Operation Plan for the Closed MSW
Landfill and associated operations on October 18, 2017. Both of these packages were generated based
upon the previous renewal applications already approved by NCDEQ with some updates for changes in
existing conditions and operational practices.
In 2018, the North Carolina Legislature enacted a bill that allowed for landfills to apply for a "life of site"
permit which does away with the 5 year renewal cycle that was previously present. Earlier this month,
the NCDEQ Solid Waste Section contacted the County and indicated it was finally reviewing the permit
renewal application and would be issuing a Life of Site permits. Comments were received on January
14, 2019 and January 17, 2019 from NCDEQ—SWS that were extensive and addressing previously
approved and permitted documents and operational practices.
This work order request is for the work necessary to address these comments and obtain approval of
the submitted application.
Fee Estimate
Fees are set forth on a lump sum basis, and will be billed based upon estimated percent complete for
each task. The estimated fee for this project as identified in the Scope of Services is proposed as follows:
Revise Documents and address review comments from NCDEQ
C&D Permit Renewal Documents $4,800
Closed Landfill Operation Plan $2,500
TOTAL $7,300
