BACKGROUND: The County/Schools Collaboration Work Group and the Board of County Commissioners established the agenda items for this Joint meeting at their December 5, 2018 meeting. Both School systems have provided summaries for each agenda item, as well as supplemental information and attachments. The appropriate page numbers and/or attachment numbers are referenced in each agenda item. Welcome and Opening Remarks — Chair Rich, Chair Samuels, and Chair Stephens 1. Budget, Capital Funding, and Class Size Mandate See Attachment 1 A (page 3), Attachment 1 C (page 22), and Attachment 1 D (page 26) for the CHCCS information, and Attachment 1 B (page 21) for the OCS information related to these issues. 2. Collaboration with Durham Technical Community College Both School systems have provided updates regarding Collaboration efforts with Durham Technical Community College. See Attachment 2A (page 40) for the CHCCS information, and Attachment 2B (page 42) for the OCS information. 3. Joint Legislative Strategy Both School Systems have provided information on the North Carolina School Boards Association 2019-20 Legislative Agenda. See Attachment 3A (page 44) for the CHCCS and the OCS information. 4. Other Business This agenda item provides for an open discussion on any other business items. FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this work session. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this agenda item: GOAL: ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. RECOMMENDATION(S): The Manager recommends that the Boards discuss the issues noted and provide direction to staff, as appropriate.
