PURPOSE: To consider making one new appointment to the Affordable Housing Advisory
Board.
BACKGROUND: Due to a member of the ARAB being ineligible for reappointment, there is an
At-Large vacancy on the Affordable Housing Advisory Board. At the March 24th BOCC
meeting, the AHAB recommended the appointment of four applicants for three vacancies.
Those recommended were Steve Clements, Artie Franklin, Gary Gaddy, and Betty Toms-
Davidson. At that meeting, the BOCC appointed Artie Franklin, Gary Gaddy, and Betty Toms-
Davidson. The ARAB would like to re-recommend Steve Clements to fill the current vacancy.

Chapel Hill, We decided on Chapel Hill, in part, because of the unique character on the
area. As such I would like to do my part to preserve and enhance the distinctive qualities
of Cahpel Hill, I believe strongly in the need to strike the appropriate balance between
development and preservation. While I strong disaggree with those who view
development as inherently detrimental, 1 woul d also oppose developers whose plans did
not enhance the appeal of our community, I feel that I am uniquely qualified in this
realm. For the last five years I have been on the board of directors for one on the largest
real estate developments that have affected the town in which I grew up. I am very
proud of the work we have done to preserve the small town nature of the area in which
we have operated while at the same time adding higher value, large home sites with
tasteful homes, Overall, our efforts have improved real estate values, aesthetics and the
tax base of the town. I believe that I cuold use my experiece to benefit the town of

A resident of Orange County for over fourteen years, I arrived in Chapel Hill to attend
UNC-CH. Since graduation in 1994, I have worked in Orange County in both the retail
sector and with the university (since 1997), where I am currently employed by the
Carolina Union. I have owned a home in Orange County since 1999, I am proud of the
county's reputation, and I am eager to assist in serving on a committee working to make
our community even better, There are two areas in which I have particular interest: the
arts (my true passion!), and housing and community development, I am an avid arts

supporter and amateur photographer who has been collecting art for years., I understand
the importance of art in our community, and I am excited about the possibility of assisting
in the creation of new ideas and works for public display, Art plays an important part in
my daily life, both at work and at home, and I would love to extend my passion for the
arts to my work with the Arts Commission, I am familiar with the work of the
Commission, having attended various functions over the years and purchased art from
Orange County artists„ The open studio tour is one of the highlights of the year for me! I
am also very much aware of the need for adequate and affordable housing in the area,
and I understand the delicate balances between the need for growth, the desire for
historic/architectural preservation, and the financial issues that face many of our
community's citizens, I am familiar with community resources such as Orange
Community Housing and Land Trust and the role that they play for university employees
and other lower-income workers. I am not, however, blind to the need for all types of
housing in the area, and I feel that I can offer balanced, educated input into such issues.
I am excited about the future of Orange County, and I look forward to working with other
community members on either the Arts Commission or the Affordable Housing Advisory
Board (both if possible, though the Arts Commission is my first choice!), STAFF
