PURPOSE: To approve financial support for the Roundtable Discussion on Homelessness in
Orange County.
BACKGROUND: In May 2004, Mayor Kevin Foy sent a letter proposing a partnership to
sponsor a Roundtable Discussion on Homelessness in Orange County. A staff work group,
comprised of representatives from the Town of Chapel Hill, the Town of Carrboro, Orange
County, Triangle United Way, Inter-Faith Council, and OPC Mental Health/Orange County
Continuum of Care, has been meeting to plan the Roundtable.
The Roundtable Discussion on Homelessness is scheduled for Thursday, November 18, 2004,
from 8.OOam to 12;OOnoon, at the Church of Jesus Christ of Latter Day Saints on Airport Road
in Chapel Hill. The goals are threefold:
(1) To educate the community by dispelling the myths and putting a face on the homeless;
(2) To develop along-term plan to end homelessness in Orange County; and
(3) To encourage personal responsibility by inviting the community to address this issue
individually.
FINANCIAL IMPACT: The facilitator's fee of $1000 includes nine (g) hours of preparation time
plus three (3) hours at the event. The request is for Orange County to pay one-third of this fee.
RECOMMENDATION(S): The Manager recommends that the Board approve the requested
funding to support this event.

At our Tows Council Planning Session on January 17, 2004, the Council received a
report from Councilmetnbet Greece regarding the !0-Year Plars to 8nd Homelessness
spamsoted by the United States Interagency Canncil on Homelessness. Foitowln$ that
preseatadan the Council agreed to add a public dialogue' on homelessness to its list of
goals for 2004. Covaeilmembor Greene and I have agreed to speazhcad this iniflative.

In trying to decide the beet way to lnidate a ptograsn in Chapel Hill, we looked at similaz
events in other communities. A star membot had the opportunity to attend rho Coturty-
sponsored Roundtable Discussion on Latina Issues. We understand this event wan
attended by represea(atives of Counry and Triangle•wide organiaatios>s that provide
assistance to the Latino population. Wa also undacstnad the event pmvsded the attenflees
an opportvniry to discuss, assess anfl plan &~r izapmving rho e~ectiYcness of providing

services to that population. We befievc this is a viable pmgtam model for our public
dialoguo vn hoxueiessaess.
My office has contacted Commissioner frown about the possibility of co-sponsoring a
Rauadtable Discussion on Homelessness in Orange County inviting those wino are
service providers far the Change County homeless population to participate. We envision
hosting this discussion in rnid-$eptembcr. Wa understand that t6ie effort will require
assistance fram the County Manager's staff in addition to support from the County
Commissioners and are formally requesting that assistance.

Last fall Triangle-area elected officials were briefed on the 10-Year Plan to End
Honzelessrzess initiative sponsored by the United States Interagency Council on
Homelessness. Attendees were asked to begin similaz planning in their localities. Our
counterparts in Wake County along with the Triangle United Way have developed a
program that incorporates public forums and action-oriented workshops. For mare

Discussion on Homelessness in Orange County, Commissioner Jacobs and the County
staff suggested a committee be organized with members from each of the governing
bodies, The group began meeting on June 24, 2004. Members include James Harris
(Town of Cazrboro), Shaman Hinton (Orange County), Tara Fikes (Orange County),
Loryn Baznes (Chapel Hill), Emily Dickens (Chapel Hill), Linda Tuday (Triangle United
Way), Chris Moran (IFC), I{ristin Lavergne (IFC), Bille Guthrie (OPC Mental
Health/Orange County Continuum of Care).
The Roundtable Committee proposes to hold the Roundtable Discussion on
Homelessness on November 18, 2004 at the Church of Jesus Christ of Latter Day Saints
on Airport Road from 8:30 a.m. until noon. The group has determined the following
goals for this event;
1. To educate the community by dispelling myths and putting a face on the

Invitations will be mailed to individuals and community groups that currently pravide
services to the homeless. In addition, registration is open to the public, The members of
the Church of .Tesus Christ of the Latter Day Saints will provide a continental breakfast
for the participants. The Roundtable Planning Committee requests the following support
from the County Commissioners in order to complete planning for this event:
1. Attendance- We hope that you will be able to attend and participate in the
discussion. We would also like Commissioner .Jacobs to offer welcoming
remazks.

a. Andy Sachs of the Dispute Settlement Center has agreed to provide
assistance including meeting design, consultation and facilitation services,
The fee is $75/hour. Mr, Sachs estimates nine (9) hours of preparation
time for the event plus three (.3) hours at the event. In addition up to three
additional facilitators will cover breakout groups at no additional cost.,

a We are requesting that the contract for services be between Mr. Sachs and
the Town of Chapel Hill for the entire fee and then the Town will request
reimbursement for Carrboro and Orange County,

Chapel Hill Town Council goal, the group proposes that a registration link
for this event be added to the Town of Chapel Hill website. This would
also include assignment of a registration e-mail address
(honnelessroundtabl~townofchapellull.ors). We are requesting that you
post information on your website directing visitors to the Town's website
for more information.
4. Other Financial Support- The Triangle United Way has signed on as a sponsor for
this event and will donate $300 towards costs associated with this event.
