HomeMy WebLinkAbout2008 Solid Waste - Town of Chapel Hll recyclable materials permit fees~ ~ Please return this copy to _ Clerk to the Board's office for PAF Recyclable Material (RM) Permit Fees ~- ~~ r O~ Memorandum of Understanding Between the Town of Chapel Hill and Orange County ~~ Summary The Orange County Regulated Recyclable Material Ordinance (RRMO) requires that Recyclable Material (RM) Permits be issued for construction and demolition projects. The ordinance is effective within the Town of Chapel Hill pursuant to a resolution adopted by the Chapel Hill Town Council (2005-9-26/R-5) and is enforced by the Orange County Solid Waste Management staff. This memorandum of understanding outlines what is expected of each party in issuing RM permits. Fee Amount The Town of Chapel Hill will assess the Orange County RM permit fee in an amount equal to 8% of the all building permit fees listed below and remit to Orange County Solid Waste. The RM permit fee will be based only on the building permit fees adopted and from time to time amended and published by the Town of Chapel Hill. Remittance Schedule The Town of Chapel Hill shall remit Orange County's accumulated portion of RM permit fees, less the Town of Chapel Hill's administration fee which is 3%, on a quarterly basis. The remittance should be in the form of a check made out to Orange County. The check may be mailed to PO Box 17177 Chapel Hill, NC 27516 or placed in the Orange County Solid Waste mailbox in Chapel Hill Town Hall. • The remittance should also include a report detailing the time period to which the check applies. o Details that must be included are: a) the number of permits issued, b) the dates covered by the report, c)'the total amount of building fees upon which the RM permit. fees are based. o Details that Orange County suggests be included are: a) permit holders name, b) address related to permit, c) date of permit issuance, d) permit number (if applicable). Permit Forms Orange County will provide the RM permit form in an electronic version for Chapel Hill to reproduce as necessary. The Town may make the form available via the Internet if it deems appropriate. The Town should return copies of executed and issued RM permit forms to the Orange County Solid Waste mailbox in the Chapel Hill Town Hall. The County will collect these forms on an at least weekly basis. The Town staff will execute and issue most RM permit forms with the exception of those permits involving demolition, which may either be faxed to Orange County Solid Waste or be placed in a separate envelope in the Orange County Solid Waste mailbox in the Chapel Hill Town Hall for execution and issuance by Orange County Solid Waste. A copy of any RM permit forms executed by Orange County Solid Waste pursuant to this Memorandum of Understanding will be returned to the Chapel Hill Inspections Department. The fax number for Orange County Solid Waste is 932-2900. Collection Start Date RM permit fees will be collected beginning July 1, 2008. Responsibilities • The Town shall be responsible for: o Assessing the RM fee o Providing the RM permit form to the public o Placement of executed and issued RM permit forms in the Orange County Solid Waste Management mailbox located in Town Hall o Remitting the County on a quarterly basis less the Town's administrative fee of 3% • The County shall be responsible for: o Providing the RM permit form electronically to the Town for disbursement o Executing and issuing RM permit forms involving demolition o Visiting jobsites to ascertain compliance with the RRMO t o Providing support to the Chapel Hill Inspections staff by responding to questions concerning the RM permit fee and the RRMO. The phone number for Orange County Solid Waste Enforcement is 918-2942. o Collection at least weekly copies of the executed and issued RM permit forms from the Orange County Solid Waste Management mailbox located in Town Hall o The County shall provide initial advertisement of the fee imposition to the list of contractors to be provided by the Town. o Listing the fees on the County's web site and providing other elective informational materials. o Adopting the fee amount commensurate with its annual budget process. . ~. ~, r``~'. ,=_ . ~,t ; ~,,,..
