PURPOSE: To make a presentation and receive BOCC approval for the finalists for the
Southern Community Park and Homestead Aquatics Center Public Art Projects (BOCC
approval must be secured before the public art aspect of these projects can move forward).
BACKGROUND: On October 1, 2003, the Board of County Commissioners designated 1 % of
County funds allocated for the Southern Community Park and the Homestead Aquatics Center
projects for public art. The Orange County Arts Commission was also given permission to work
collaboratively with the Chapel Hill Public Arts Commission on these two projects.
Based on this action, a national call for qualifications was distributed to artists by direct mail and
posted electronically by email and via various websites, Artists living in Orange County were
encouraged to apply. Artists were asked to submit a letter of interest, relevant experience/
current resume, up to 15 images of their work or a 3-minute videotape of their work, annotated
image list or video description, references, and optional supporting materials.
108 responses were received for the Homestead Aquatics Center Public Art Project, and 48
responses were submitted for the Southern Community Park Public Art Project, The public art
selection committees for these two projects have met and selected final artists, Public
comments have also been received,
The artist team of Laura Haddad and Tom Dnagan (Seattle, WA) have been selected to join the
design team for the Southern Community Park Public Art Project, Artist Ray King (Philadelphia,
PA) has been selected for the Homestead Aquatics Center Public Art Project. The artists
selected have excellent credentials and years of relevant public art experience. They were
chosen primarily for their artistic merit and their ability to work successfully in the public art
arena.
The finalists have received the approval of the Chapel Hill Public Arts Commission and the
Orange County Arts Commission, The Chapel Hill Town Council approved the artist team
selected for the Southern Community Park at its meeting on September 27, 2004, and the
Chapel Hill Public Arts Commission is on the Chapel Hill Town Council agenda an October 27,
2004 requesting approval of the artist selected far the Homestead Aquatics Center Public Art
Project.
These two public art projects will be completed during the construction phase, projected for
completion in 2006.
Approval from the Board of County Commissioners is requested for the selected artists for
these two projects,
FINANCIAL IMPACT: No new money is needed. Money far this purpose has already been
appropriated by the BOCC. The 1 % for public art equates to $55,000 for the Homestead
Aquatics Center and $27,000 ($20,000 for the design fee and $7,000 for design
implementation) for Southern Community Park.
RECOMMENDATION(S): The Manager recommends that the Board approve the artist team of
Laura Haddad and Tom Drugan for the Southern Community Park Public Art Project and artist
Ray King for the Homestead Aquatics Center Public Art Project.
