HomeMy WebLinkAbout1994 UNC planning MOU for planning growth in OC and Hillsborough 1 �=� Lei MEMORANDUM OF UNDERSTANDING BETWEEN Orange County and the Planning Applications 223 Class , Department of City and Regional Planning, the University of North Carolina at Chapel Hill. I . BACKGROUND In October , 1994, the Board of County Commissioners adopted goals and objectives for FY 1994 -95 . One goal adopted by the Board is related directly to continuing efforts by Hillsborough and Orange County to cooperatively plan for growth in the central portion of the county. Associated with that goal was the following objective . • Initiate a small area planning process in the Cooperative Planning Area within an area defined generally by the Stoney Creek drainage basin. In November , 1994 , the Board of Commissioners and the Hillsborough Town Board met jointly to discuss the status of the Cooperative Planning Agreement . The two governi ng boards agreed in principle to the following: • To review the Cooperative Planning Agreement between Orange County and the Town of Hillsborough, including the preparation of amendments to the Agreement . Such amendments may address , but not be limited to , annexation, open space definition, and water/sewer service boundaries . • To initiate a small area planning process in the Cooperative Planning Area within an area defined generally by the Stoney Creek drainage basin. II . SCOPE OF WORK The class shall prepare alternative land use plans, including recommendations for implementation, for the Stoney Creek Basin Planning Area southeast of the town of Hillsborough (see attached map) . The basin area is bounded generally by U . S . Highway 70 on the north; Stoney Creek and the Chapel Hill railroad spur on the east ; the Joint Planning Area (Rural Buffer) boundary to the south; and I-40 , the proposed I-40/01d N . C . Economic Development District, and N . C . Highway 86 on the west . In preparing the land use plans , the class shall be guided by the attached Charge to the Stoney Creek Basin Planning Group . M . PRODUCTS The class will be responsible for producing a report containing its recommendations as derived from a GIS - based analysis . The report will include the assumptions , analyses, maps , drawings , findings , and recommendations of the study. It will be produced in camera-ready form for printing by Orange County . h the Stoney Creek Basin Planning Group during the preparation of The class will meet as necessary wit the study and will be responsible for presentation of the report to the Planning Group . IV. RESOURCES The class and faculty will provide the necessary staff work to carry out the study, including post-class editing and compilation by a teaching assistant . Orange County will provide the assistance of the following staff members as needed. Coordination Marvin Collins, Planning Director Zoning/Subdivision Mary Willis , Planner HI GIS Miriam Coleman, Planner I Land Use David Stanch, Planner II Environmental Don Belk, Planner II Transportation Slade McCalip, Planner II Utilities Paul Thames, County Engineer Recreation Bob Jones, Recreation Director Economic Development Ted Abernathy, ED Director In addition to staff assistance , Orange County will provide a complete set of maps and documents describing the area ' s plans , policies, and conditions ; and a services contract in the amount of $2000 to cover the report editing and compilation, materials , photographs , maps, data sets , and long distance telephone charges . Appointments to be confirmed. A County representative should serve as Chair . OTHER INTERESTED PARTIES : Planning Group representation will be limited to the above persons, however, citizen participation will be encouraged through the designation of at least one representative from Planning Area neighborhoods , including, but not limited to , the following: J • Colonial Hills/Colonial Park Subdivisions • Wyngate Subdivision • Strayhorn Hills Subdivision • Stoney Creek Subdivision • Joppa Oaks Subdivision • Bumpus Road Area • Rigsbee Road Area • Baldwin Road Area • Old N . C . Highway 10 Area • University Station (former) property owners • Woodsedge Mobile Home Park • Orange/Woods Mobile Home Park Neighborhood representatives will be provided with meeting notices and agenda materials . It will be their responsibility to see that residents are informed of the meetings and the topics to be discussed. At the meetings, residents will be given the opportunity to make statements or raise questions . STAFFING: Principal assistance to the Planning Group will be provided by the Planning Applications 223 Class of the Department of City & Regional Planning at the University of North Carolina. The faculty advisor for the class is Professor David Godschalk . The following local government staff will serve as advisors to the Planning 223 Class and provide support to the Planning Group . • Orange County Staff = County Manager John Link County Attorney Geoffrey Gledhill = Planning Director Marvin Collins • Hillsborough Town Staff - Town Manager Eric Swanson = Town Attorney Michael Brough Planning Director Margaret Hauth PROJECT TIME SCHEDULE & GUIDELINES : Time Schedule: The Planning Group should adhere to the following general meeting schedule that will allow it to make its preliminary recommendations no later than May, 1994 . Every attempt should be made to conduct a public hearing no later than June , 1994 on proposed changes to Town or County policies , plans or ordinances . January, 1995 Planning Group conducts organizational meeting to review/confirm its charge , meet the class and faculty advisor, and establish general procedures for citizen participation . February, 1995 Planning Group meets with class to review the following: • Baseline information, including, but not limited to , existing land use , traffic conditions, population trends , development activity, and natural/cultural features . • Suitability analysis identifying development constraints and opportunities , potential locations for planned public facilities, and natural areas warranting preservation. J March , 1995 Planning Group prepares alternative plans , including the following. • Status Quo Plan utilizing a conventional development approach . • Open Space Plans which utilize . o The Flexible Development approach under consideration by Orange County, containing general open space design principles as advocated by Randall Arendt and others ; and o The Rural Character approach under consideration by Orange County, containing general open space design principles as advocated by the Rural Character Study Committee . • Neotraditional Plan (village concept) utilizing principles advocated by Andres Duany and others . The Planning Applications 223 Class will be responsible for preparation of the above mentioned alternatives except for the Rural Character option. The Orange County Planning Staff will be responsible for preparation of that alternative . Each alternative plan will be accompanied by the an assessment of its advantages and disadvantages, and the impacts on the study area as well as the surrounding neighborhood (s) . April , 1995 Planning Group reviews advantages, disadvantages , and impacts of alternative plans and prepares recommendation on preferred alternative or combination of alternatives , including proposed changes to Town or County policies , plans or ordinances . May, 1995 Recommended plan presented to Town and County governing boards . The Planning Group may develop a more specific time schedule for completion of its work. Such schedule should include consideration of class availability (Spring Semester , 1994) and may provide for more than one meeting per month . Project Guidelines : In developing its recommendations , the Planning Group should be guided by the following: ` • General interests - Avoiding urban sprawl = Preserving protected watersheds and groundwater supplies - Encouraging bicycle and mass transit transportation in and between urbanized areas - Protecting and preserving farmland and open space = Developing an appropriate mix of residential and nonresidential development - Encouraging fiscally responsible development = Involving neighborhood residents in the planning process - Diversifying the revenue base of the Town and the County • Specific Planning Area interests - New town concept and service delivery - Site for new school and community park - Impact accommodation - Development along utility line extension and potential for urban sprawl = Preservation of open space - Need to share information and data In addition to the interests outlined above , the Planning Group should consider recommended changes to the Cooperative Planning Agreement between Orange County and the Town of Hillsborough.
