BACKGROUND . Additional enclosures include :

• a calendar we are asking everyone to complete to help determine the best

Below are excerpts from the materials submitted to the Board
of County Commissioners when I proposed that Orange County
establish a Commission for the Environment. The county
commissioners subsequently adopted the proposal as shown . We will
refer to this memorandum at our first meeting when tve discuss the
Commission ' s role and mission ,
PURPOSE: To create an Orange County Commission for the `
Environment to advise the Board of County Commissioners on
matters affecting the environment, with particular emphasis on
environmental protection .
BACKGROUND : Orange County places a great deal of emphasis on
environmental matters , including environmental protection . For
example , i omm

1997 - 98 Goals and Objectives , Updated April 1997 " we have a whole
section , Resources Protection and Development, with four goals
related in whole or part to environmental protection .
1 . Natural Resource Preservation
Note especially the objectives related to Resource
Conservation and the Natural Areas Element of the
Comprehensive Plan
2 . Watershed Protection
Since the Cane Creek Watershed Study has been
completed , it Is anticipated that the Commission would
not be involved in that effort.
3 . Water Resource Quantity and Quality
The Water Resources Committee Is working on ground
water resources

The particular objectives are nearing completion but the
Commission might suggest others
However, in our organizational structure - In Orange County, we do
not have a separate specifically dedicated effort for protecting the
environment, except for the Water Resources Committee, which is
a time limited group .
,PROPOSED COMMISSION FOR THE ENVIRONMENT
A. Purvose: To advise the Board of County Commissioners on matters
affecting the environment , with particular emphasis on
environmental protection
B . Specific Duties :
1 . To advise the County Commissioners with regard to environmental
policy, with particular emphasis on environmental protection
2 . To educate the ,public and local officials on environmental Issues
3 . To perform special studies and projects on environmental
questions as requested by the County Commissioners
4 . To recommend environmental initiatives to the County
Conunissioners
S . To study changes in environmental science and environmental
regulations in the pursuit of their duties
6 . To perform other duties as requested by the County
Commissioners
C . Initial Subiects for Discussion
The Commission could initially review and work toward the
Board of Commissioners ' Goals related to the environment that are
listed in the Resources Protection and Development section of the
1997 - 98 Goals and Objectives ( see Background section ) .
It is anticipated that the work of the Water Resources
Committee will be coordinated with the work of the Commission ,for
the Environment and that there will be an appropriate transition
period to decide the form of that coordinatiom

This initiative consolidates five topics under a single goal . These items and their status
following : a include the

review and comment .
• A request from the Triangle Land Conservancy for funding $ 10 000 to c
Study . An interim report was presented to the Board of Commissione ' out a Wildlife Corridor
rs in February, 1997.
• Completion of the Natural Areas Element of the Comprehensive Plan . This initiative is not scheduled
to begin until August, 1997.
• Development of standards and approval procedures for golf courses . Proposed standards were
presented at public hearing in February, 1997 and adopted by the Board of Commissioners in
May, 1997.
• Establishment of a Commission for the Environment to advise the Board of Commissioners on
matters affecting the environment. This is a new objective, added by the Commissioners as part
of its FY 1997-98 Goals and Objectives .
The items above have been discussed at Commissioners ' Goals and Objectives Retreats or meetings ,
recommended by citizens, and/or initiated by staff in response a specific technical study, e . g . , the Natural
Areas Inventory. Their inclusion under a single goal is for the purpose of formally incorporating them into
the staff work plan .
BACKGROUND & OBJECTTVES
At its December 10, 1994 Goals & Objectives Retreat, the Board of Commissioners considered the
following items :
• Review " Resource Preservation " _ as separate function in County government to give it identity and
higher profile; and
• A request from the Triangle Land Conservancy for funding (V 0, 000) to carry out a Wildlife Corridor
Study.
Although some Commissioners felt the "preservation " function was best handled by the Planning
Department, a survey of the potential for advisory board consolidation and/or staff re-organization is
proposed. The Board responded positively to funding the Wildlife Corridor Study.
Three other elements included under this goal are:
Completion of the Natural Areas Element of the Comprehensive Plan;

• Development of standards and approval procedures for golf courses ; and
• Establishment of a Commission for the Environment.
The Natural Areas Element has been included as part of this goal , because it represents a necessarystepin
incorporating the findings of the Inventory of Natural Areas and Wildlife Habitats ( 1988n
to the
Comprehensive Plan . The data and findings from the Wildlife Corridor Study are also to be incorporated
into the Natural Areas Element. The development of golf course standards and approval procedures has
been included as part of this goal , because it has been recommended by citizens as part of the continuing
discussion of open space protection strategies .
At its December 9, 1995 Goals & Objectives Retreat, the Board of Commissioners revised one initiative to
be undertaken as part of this goal . All boards and commissions will also be reviewed to determine if
elimination, consolidation or revision of duties and responsibilities is needed . In addition , the Planning
Department is to evaluate the possibility of establishing a separate division
a higher profile . to give " Resource Conservation "
At its May 5, 1997 meeting and at a work session conducted on June Z , 1997, the Board of Commissioners
discussed the addition of one additional objective as part of this goal . Commissioner Gordon proposed the
formation of a Commission for the Environment to advise the Board of Commissioners on matters affecting
the environment; and that Commission was was established by the Board on June 16, 1997 .
RESOURCE REQUIREAUNTS
The Wildlife Corridor Study is being completed through a FY 1995 - 96 budget appropriation to the Triangle
Land Conservancy . Completion of the remaining elements of this goal will involve the following
commitment of existing staff resources :
Planning Director Planner II/Landscape Architect
Planner II/Preservation Planner IIlLand Use & Environment
GIS Project Coordinator Planner III/Current Planning Supervisor
Planner MJComprehensive Planning Supervisor County Engineer
Staff will compile data from time sheets concerning staff hours expended and costs associated with
completion of this goal . Monthly reports will be distributed to County Manager, Planning Board , and Board
of Commissioners outlining monthly/cumulative staff hours and costs assigned to this project.

WATER RESOURCE QUANTITY AND QUALITY
GOAL : DEVELOP A LONG RANGE STUDY AND PLANNING PROCESS TO IDENTIFY
AND ADDRESS THE IMPACTS OF VARIOUS LAND USES AND WASTE
TREATMENT OPTIONS ON THE QUANTITY AND QUALITY OF THE GROUND
AND SURFACE WATER RESOURCES OF ORANGE COUNTY SO THAT TBESE
IMPACTS CAN BE FACTORED INTO THE LONG TERM PLANNING PROCESS .

This initiative represents an objective first included among the Commissioners ' goals for 'FY 1993 94 . The
revised Plan of Action reflects an extended time period within which to complete work on this goal . The
extension is due primarily to the amount of staff time required to address issues and goals which have
required extensive use of GIS , and , most recently the plans to launch a multi-year Phase H of the
Ground Water Resource Investigations effort. Phase I, a report on ground water recharge rates in
the county, was completed in October, 1996 . Data collection is a continuing part of the project, with
all new wells and septic tanks in the county now accurately located with GPS ( Global Positioning
System) receivers . This data resource will allow for future GIS mapping and coverages . As a service
to county citizens , the Ground Water Center began operation in July , 1996 . Housed in the Soil and
Water District office, the Ground Water Center will answer or forward citizen inquiries and questions
about ground water issues .
BACKGROUND & OBJECTIVES
On August 17, 1993 , the Board of Commissioners adopted the Water Resource Quantity & Quality goal
which included the objectives listed below.
Objective 1
Develop a public information and public feed - back process which will serve to inform the public as to the
need for ground- water protection and the purpose and nature of proposals for the County's ground - water
protection process, and which will stimulate public input into the efforts to develop protection strategies and
to collect important anecdotal ground- water information .
Objective 2
Begin the process of collecting all available and pertinent data related to the availability of ground- water
supplies and to various human and land use activities recognized to have potential impacts on ground- water
quality so that the data may be assessed as to its reliability and utility, then rendered into a form where it
may be entered into an electronic or GIS database.
Objective 3
Finalize recommendations to the BOCC as to additional ground- water investigation activities and
associated staff and funding commitment necessary to complete development of an integrated ground-water
resource data base sufficient to analyze the interrelationship of existing ground-water quality and quantity,
physical environment, land use and conditions/activities having potential to impact adversely on future

ground- water quality and quantity so that resource management and protection alternatives can be
developed and submitted to the BOCC for its endorsement and implementation .

Use available SCS soils mapping to determine general suitabilityof the
application - type waste treatment systems and obtain DEM data on remainingas of the County for land

Develop a water resource protection long range planning system or program using County GIS , computer or .
other available technological resources to predict and address impacts of various land uses and land use

A Plan of Action for each objective is presented on the accompanying pages .
RESOURCE REQUIREMENTS
Existing staff resources required to accomplish the FY 1997-98 elements of the water resources goal are
estimated at S22 ,550, and will be incurred by current staff of the County Departments of Planning, Health
Soil and Water Conservation, Cooperative Extension , Land Records, and County Manager. Volunteer
resources ; e . g . , time spent by committee members, is estimated to be approximately 534 hours .

GOAL : TO DEVELOP A PLAN FOR THE USE AND CONTROL OF OPTIONAL
WASTEWATER TREATMENT SYSTEMS WHICH PROTECTS THE
ENVIRONMENT AND ENABLES APPROPRIATE LAND DEVELOPMENT ,
STATUS REPORT
After the approval of the Wastewater Treatment Program ( WTMP) by the Board of
Commissioners , this objective was developed for the implementation of WT ?vfP . The WTMP
inspections are ongoing according to the rules adopted by the Board of Health and the plan
of action set by the Board of Commissioners . The only exception to those rules and policies
are the financial surety rules which the County Attorney expects to complete by the end of
August, 1997, the charging of fees to other governmental entities , and the delinquent fee
actions which go to the Revenue office.
