PURPOSE: To consider awarding a contract to Reece Noland McElrath for engineering
services associated with the design of field lighting at Smith Middle School and Efland Cheeks
Park.
BACKGROUND: The Board has previously authorized staff to develop lighting plans for Efland
Cheeks Park Phase II and the playing fields at Smith Middle School. A cost proposal was
solicited from Reece Noland McElrath (RNM) to design the electrical system to carry out this
work. As the Board may recall, Reece Noland McElrath was the electrical engineering firm that
was asub-consultant for Corley Redfoot Zack in the design of the Smith Middle School, thereby
giving them an existent working knowledge of the site and issues that surround the field lighting.
More recently, RNM provided the design services for the HVAC replacement at the Whitted
Building.
The cost proposal provides a design fee of $18,550 far the Smith Middle School Project and
$19,550 for Efland Cheeks Park -Phase II,
RNM estimates that construction documents will be completed within six to eight weeks after
contract approvah
FINANCIAL IMPACT: Bath projects are funded through the 2001 Parks and Open Space
Bond, with $250,000 currently allocated to each project.
RECOMMENDATION(S): The Manager recommends that the Board exempt this project from
the qualification-based selection process for architect services as allowed by GS 143-64.32 and
approve a contractwith Reece Noland McElrath in the amount of $18,550 for Smith Middle
School fields and $19,550 for design of lighting far Efland Cheeks Parks -Phase II; and
authorize the Purchasing Director to execute paperwork as may be required.
