I. Tim called the meeting to order at 6:30 p.m.
II. Ashley moved, Chris seconded to approve the August 13th minutes. Motion passed.
III. UNC Student Liaison board position was on the September 4th Board of County
Commissioners’ consent agenda. It was pulled from the consent agenda for discussion.
Katie was tasked to research a possible similar student liaison with Durham Technical
College. UNC student, Evan Linnet is on the September 22 agenda for approval.
IV. Director’s Report
• Katie’s annual review went well. Katie presented her proposal for the Arts
Commission’s long range plan (see attached) to the Deputy County Manager. This
proposal illustrates the potential for a larger role for the Arts Commission and her
position which would make better use of her expertise. Katie was asked to rewrite her
job description to more closely reflect the scope of her position and asked her to go
forward with her proposal.
• Plans for the Paint it Orange plein air event are going well. OCAC is hosting the artist’s
reception at C3 on Sunday October 21st. This reception will be for artists, their guests,
OCAC and HAC board members, town and county officials. OCAC board members are
asked to make a monetary contribution to help cover catering expenses for the
reception. Please make your check payable to HAC marked “Plein Air” and send them to
Doris Friend, 5812 Dodson’s Crossroads, Hillsborough. Any amount will be much
appreciated!
• LocalFest is coming up on September 29th. Thanks to OCAC board members who served
as jurors. Volunteers are needed, especially help in a.m. and p.m. for unloading and
loading. Sign up at http://www.orangecountylocalfest.com/volunteers.html
• Katie is traveling to Lawrence, KS September 23-25 with the Chapel Hill-Carrboro
Chamber of Commerce.
• Katie is serving in an advisory role to a coalition of clergy regarding the Equal Justice
Memorial. Fred announced that interested persons should contact Sr Pastor Cameron
Barr at the United Church of Chapel Hill for more information and involvement.
• Katie is meeting with Orange County Public Schools and Chapel Hill Carrboro City
Schools to determine the best was to establish a “substitute teacher fund” for Arts
Educators.
• Katie is scheduled to serve on a committee with officials from Chapel Hill to discuss the
future of the Varsity Theater. It’s for sale and the Town wants to turn it into a
performing arts venue.
• Board members are asked to suggest artists for the 2019 “Arts Moment” at the
beginning of each Board of Commissions meeting. Please send your suggestions to
Katie.
• Katie continues to work with Orange County Economic Development Director, Steve
Brantley, to develop a proposal for a Creative Business Challenge.
• Katie has meet with Carmen Elliott, several artists and representatives from C3 and Eno
Mill about possible studio space solutions. Good progress with C3 to turn their upstairs
into space for 14 visual artists.
• Katie is still working on the Z Smith Reynolds grant.
• OCAC will have a booth at Festifall – Sunday, October 7th
• We need volunteers to carry the OCAC 9’ puppet in the Handmade Parade on Sunday,
October 17th. Line up at 1:30 – parade starts at 2:30 and lasts about an hour with lots of
fun after.
V. Katie distributed her proposal for changes to our 2019-2020 grants process (see attached).
A discussion followed with several questions raised: A balance between OCAC board
members and community participants. What about Arts Ed? Diversity important.
Confidentiality. Access to Submittable by volunteers. Value of face-to-face discussions.
Choose volunteer artists from grant recipients who have followed through on commitments
associated with their grant. It was agreed to move forward with proposed changes with
consideration of questions raised.
VI. Katie needs proofreaders for the State of the Arts and Culture in Orange County report to be
distributed widely to town and county officials, stakeholders, etc.
VII. Liaison Reports
o Tim – Visitors Bureau
Visitor’s Bureau still focused on airbnb tax registration issues. UNC’s
Visitor’s Bureau moving from campus to Franklin Street. Colonial Inn
restoration still on track.
o Doris - Hillsborough Arts Council
o Elected new directors. Doris and David Hayes will serve as co-
chairs, Bill Whitmore Vice Chair, Merle Williams Treasurer and
Trena Jones Secretary. Search for full-time Executive Director on-
going.
o Dan – Carrboro / The Arts Center
o Dan distributed copies of the 2018-19 performance season.
o Design selected for the joint venture building TAC/Library/Town of
Carrboro.
o Dan distributed flyer for the Racial Equity Workshop (see attached).
OCAC Board Members are encouraged to attend.
o Anita Mills – Orange County Artists Guild
o Social media on line and printed brochures printed for Studio Tour.
Tim adjourned the meeting at 7:50.
