Meeting Summary
MEMBERS PRESENT: Maureane Hoffman (Chair), Molly Mullin (Vice-Chair), Evelyn
Daniel, Susan Elmore, Beth Grooms, Diane Obeid, Lee Pickett, Amanda Schwoerke, Bryan
Stuart, Edmund Tiryakian, Lisa Wells
MEMBERS ABSENT: None
STAFF PRESENT: Bob Marotto (Animal Services Director)
GUESTS PRESENT: None
Call to order: 6:32 p.m.
Review and adoption of the Agenda: approved
Summary of September 19, 2018 meeting: Will review via email before next meeting
Review of public participation guidelines: Not reviewed
General Public Comments on items not on agenda: None
Membership Updates:
There are 2 vacancies on ASAB: After reviewing the applications on file, Animal
Services is requesting additional applications
New member orientation was held with Lisa Wells, Bryan Stuart, and Lee Pickett
Michelle Walker agreed to extend her term as a member of the Hearing Panel Pool
Animal Services Advisory Board Updates:
Old Business
Unified Animal Ordinance Amendment:
o Received an update on the BOCC meeting agenda with respect to proposed
amendments to the ordinance
o On motion, approved giving Bob Marotto, with county attorney Anne-Marie
Tesco, the discretion to make any BOCC-requested changes to the proposed
amendments.
2018 Pat Sanford Animal Welfare Award:
o Discussed the status of the award selection process
o Agreed that the ASAB review committee will bring award recommendations to
the next ASAB meeting for approval
Owner Surrender Evaluation Form:
o Form was distributed to ASAB members
o Discussed the appeals process for these determinations, including who should
hear appeals and whether there is even a need for formal review
o Discussed the possibility of sharing information with area animal shelters
o Agreed to discuss these matters further at the next ASAB meeting after Bob
Marotto consults with county attorney Anne-Marie Tesco
New Business
2019 ASAB Progress Report and Work Plan:
o Previous reports were distributed to ASAB members
o Agreed that Bob Marotto will propose a draft, then bring for approval/preliminary
approval to November meeting.
Legislative items:
o BOCC approved ASAB’s recommendation that the dangerous-dog amendment be
included in NCACC’s legislative agenda
o Discussed the need to bring statute into conformity with the Unified Animal
Ordinance with respect to muzzling
Agreed that ASAB members will propose language at the next meeting for
discussion by ASAB, for possible proposal to BOCC later
Adjournment and next meeting:
The meeting was adjourned at 7:44 p.m. The next meeting is November 21, 2018, at 6:30
p.m., Orange County Animal Services Center.
