PURPOSE: To consider appointments to the Nursing Home Community Advisory Committee
(NHCAC),
BACKGROUND: There are four vacancies on the NHCAC. There are three At-Large
positions and one Nursing Home Administration position. A letter informing all County nursing
homes of this vacancy was sent on August 2, 2004. The NHCAC has recommended three
applicants, Mr, Barry Hawes, Ms. Florence Soltys and Ms, Sue Waters, for the At-Large
positions,

The N.G, G.S. 131d.31 (b) (4) states:
"Of the members, a minority (not less than one-third, but as close to one-third as
possible) shall be chosen from among persons nominated by a majority of the chief
administrators of adult care homes in the county. If the adult care home administrators
fail to make a nomination within 45 days after written notification has been sent to
them requesting a nomination, these appointments may be made without
nominations."

RECOMMENDATION(S): Consider making appointments to NHCAC as the board desires.

The Nursing Home Community Advisory Committee members are
volunteers appointed by the Orange County Boazd of Commissioners to serve
the residents of long-term care facilities within the County. The County is
responsible for maintaining the intent of the residents' Bill of Rights,
promoting community involvement in the homes and providing public
education on long-term caze issues. The members visit each county nursing
home quarterly and file a report on that visit with the Regional Ombudsman
for the Triangle J Area Agency on Aging. You have met some or all of the
members during these visits.
The Committee currently has 12 seats with 4 of them representing the
Administration of the Nursing Homes. One of these four seats is vacant, and
the other three are filled, with the members serving their first full terms, with
all terms expiring on 6/30/2005, The three members all would like to
continue on the Committee,
