BACKGROUND: In Spring 2004, during the review and discussion of Orange County's 2004- 05 operating budget and the 2004-14 Capital Investment Plan, the Board identified a number of capital and operating budget policy and funding issues that would need further discussion and decisions during the remainder of calendar year 2004. The accompanying memorandum from the Budget Director identifies some of the issues to be discussed and some suggested topics and meeting dates. This August 31 work session provides the Board with an opportunity to review identified capital and operating budget issues, to specify other related topics that the Board wishes to address, and to provide guidance regarding the schedule under which these issues should be presented for the Board's consideration. No decisions are expected of the Board at this meeting regarding individual project funding, revisions to existing capital policies, or the like, as those should be addressed during the coming months in accordance with the guidance forthcoming from the Board at this work session. FINANCIAL IMPACT: There is no direct financial impact associated with this agenda item, although decisions the Board will make in the coming months will have significant impacts on future capital and operating budgets. RECOMMENDATION(S): The Manager recommends that the Board consider a timeline anc approach far reviewing outstanding capital budget issues and provide appropriate direction to staff. I would like to offer the following timelines far addressing the items identified by the Board: August 31, 2004 Work Session • Review Human Resources Technician and Eldercare positions • Discussion Topic: Capital Budget Planning o This would involve a brief discussion among Board members regarding their priorities for capital budget items to address in the upcoming fiscal year. No decisions would be expected that night on any of these items but the Board may wish to identify specific areas that would be discussed at future work sessions.
