BACKGROUND: Blue Cross/Blue Shield has requested that the County Commissioners

GS 14-414 indicates that the Board shall consider a fireworks permit far "any and all kinds of

County policy further requires assurance from the sponsoring agency that adequate public

The display will occur in the Town of Chapel Hill Fire Department's jurisdiction, County
approval is a criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's

On the day of the display, the Town of Chapel Hill Fire Department will be responsible for
ensuring that the site is set up as per the site plan and the inventory of pyrotechnics is
commensurate with what is approved. At such point that both the Chapel Hill Fire Department

met, the permit will be signed and officially issued,
FINANCIAL IMPACT: None
