PURPOSE: To consider renewing a lease with the State of North Carolina for its Intensive
Probation and Parole function, located at 103 Laurel Avenue, Carrboro, NC.
BACKGROUND: Since 1998, the County has leased space to the State far use by the
Intensive Probation and Parole officers, The County is responsible for providing space to a
division of Probation and Parole, who are also housed in this facility. The co-location of the
Probation and Parole officers and the Intensive teams allows better program coordination and
offers significant operational efficiencies. The State will pay the County $15.84 per square foot
for the approximately 1,236 square feet of space it will utilize, This rate continues to adequately
cover the cost of the County's rent to the Landlord plus the maintenance and utility
responsibilities of the County, The term of the lease being proposed will expire on June 30,
2008, which corresponds to the expiration date of the County's lease with the landlord.
The County assumes responsibility for cleaning and maintenance of this building, since the
County is responsible for providing space far most of the other functions housed there. The
lease rate cited reflects this higher level of service,
All other terms and conditions of the lease remain the same.
FINANCIAL IMPACT: The State will pay the County $19,010 per year in rent payments
annually for the approximately 1,236 square feet of space.
RECOMMENDATION(S): The Manager recommends that the Board approve the three-year
lease renewal through June 30, 2008 at the rate cited herein; and authorize the Chair to sign on
behalf of the Board.

LEASE RENEWAL
WHEREAS a lease agreement was made and entered into as of the 14'h day of .luly 2000 by and
between the County of Orange (COUNTY) and the State of North Carolina (STATE), for space to be
used as offices for the Department of Correction, Division of Adult Probation and Parole at t 03 Laurel
Avenue, Carrboro, North Carolina;
WHEREAS, the County and the State mutually agree to the following
1, The lease shall be continued for a period of three years commencing on July 1, 2005 and ending at
12:00 midnight on June 30, 2008.,
2, The STATE shall pay to the COUNTY the sum of $19,010 per annum, which sum shall be paid in
equal monthly installments of $1,584.17,.
3. All other terms and conditions shall remain the same,.
This agreed to the 17'h day of May, 2005.
