PURPOSE: To consider awarding a bid for a Fuelmaker Fast-Fill CNG Fueling Station from
Oil Equipment Sales & Service Company of Chesapeake, VA at the County's planned site at
Public Works.
BACKGROUND: At the January 24, 2005 BOCC meeting, the Board was informed of a
$25,000 grant from the Triangle Clean Cities Coalition (under the auspices of the Triangle .!
Council of Governments) far funding assistance in the construction of a compressed natural
gas (CNG) station in conjunction with the Orange County Schools.. The Board authorized
staff to identify funding for the additional $50,000 anticipated to acquire and install the
equipment. Staff also felt that an additional grant from Clean Cities Coalition would fund the
estimated cost of $29,000 for a card reader system. The card reader system would facilitate
allocating costs to County departments and other jurisdictions. The fueling station will also
accommodate credit card processing for private vehicles that may fuel at this site in the
future as well.
Staff conducted research of available systems in the marketplace and developed
specifications for an installation that would:
Allow for the fueling of the County fleet of five vehicles (on order)
Be easily expandable as the County's fleet grows
Include a card reader system for cost allocation
• Fall within the budget constraints
• Include shipping and installation on a concrete pad at the site (County will contract
with third party for the slab, and minimal site work)
Bids were solicited from four potential companies and advertised on the County Website, Oil
Equipment Sales & Service Company, an authorized Fuelmaker dealer in Chesapeake, VA,
submitted the only bid. The delivered and installed cost of the system, a Fuelmaker Fast-Fill
CNG Fueling Station, including the card reader, was quoted at $96,465, The County will be
responsible for providing the concrete slab upon which the station will be installed.
At full charge, this station will produce the equivalent of 3 gallons of gas per minute and will
hold the rate for several vehicles.
FINANCIAL IMPACT: The purchase price of the system is $96,465, The project is founded
through a $49,000 grant from the Clean Cities Coalition, with the remaining match of $47,465
coming from currently available County funds.
RECOMMENDATION(S): The Manager recommends that the Board award the bid to Oil
Equipment Sales & Service Company of Chesapeake, VA at a cost of $96,465; and
authorize the Purchasing Director to execute the necessary paperwork,
