BACKGROUND: Proposals were received from nine (9) firms interested in providing design services for the Southern Orange Senior Center to be constructed on the County's Homestead Road Campus, The Architect Selection Panel met on Monday August 2 to review the proposals and prepare a list of firms that were candidates for interview, The Architect Selection Panel included: Ann Johnson, Peachy Wicker, Nate Davis, Don Willhoit, representing the Southern Orange Senior Center Planning Committee, as well as, Commissioners Halkiotis and Gordon and County staff, John Link, Gwen Harvey, Paul Thames, Jerry Passmore, Janice Tyler and Pam Janes. The Panel opted to interview DTW Architects and Gurlitz Architects from Durham and two Raleigh firms, Jill B, Smith Architect and Innovative Design. While each of the firms was well qualified to design the proposed senior center, Gurlitz Architects received the Panel's recommendation. Gurlitz Architects has designed several projects related in scope and flmction to the County's project, including, but not limited to: Carolina Meadows Recreation Center, the Durham Center for Senior Life, which has been bid recently and is scheduled for completion in 2005, and the existing Chapel Hill Senior Center at the Galleria in Chapel Hill. In addition to Gurlitz Architects, the design team will include: Margaret Calkins/gerontology consultant, Coulter Jewell Thames, PA/t_andscape Architecture and Site Engineering; Stroud, Pence and Associates/Structural Engineering; and Sigma/Plumbing, Mechanical and Electrical Engineering. The project design will employ sustainable design/greenbtailding elements, with which the Gurlitz team has significant experience. It is notable that the scope of work for Sigma includes a commissioning of the mechanical, electrical and plumbing systems on the building to ensure operation of is commensurate with the design intent. This work is generally accomplished through a separate contract, which will now be unnecessary far this project. A modification of the existing Special Use Permit (SUP) will be required for this project. The estimated time to complete this process is customarily 9-12 months, however, owners of public projects may request expedited review and reduce the time needed. Note that no part of the process is circumvented by expedited review, however, it does allow the project to move through the process faster in that it is required to be reviewed by staff as a priority item and is set first on the Council's agenda, It is recommended that the Board direct the Manager to request an expedited review far this project. The architect has estimated aten-month construction time for the building. FINANCIAL IMPACT: The fees for design services have been proposed as follows: • Basic Design Services from programming through project closeout,...,.,.,.,.$290,000 • Special Use Permitting and Site Development Fee .................................. 32 000 Total Fees ...........................................................................$322,000 The project budget is stated at $3,000,000 and will be funded through a combination of proceeds from the 2000 Bond ($2,000,000) and Alternative Financing ($1,000,000), RECOMMENDATION(S): The Manager recommends that the Board: Accept the recommendation of the Southern Orange Senior Center Architect Selection Panel to retain Gurlitz Architects for the design of the Center; and • Approve a contract, contingent upon attorney and staff review, in an amount not to exceed $322,000 as outlined in the attached cost proposal from Gurlitz; and Authorize the Chair to sign on behalf of the Board; and • Direct the Manager to request Expedited Review of the project from the Town of Chapel Hill. 3 ,~ c~~3~~, I~~, August 10, 2004 Ms Pam Jones Director of Purchasing and Central Services County of Orange North Carolina 129 King Street Hillsborough, North Carolina Re: Southern Orange Senior Center Dear Pam. We are pleased to present this proposal for design services for the new Southern Orange Senior Center This proposal is based on the information included in the request for qualifications issued by Orange County referencing this project. The proposal is inclusive of all design services currently expected to be required for the project. As of this writing, we are currently exploring the extent of approvals from the Town of Chapel Hill existing for the site and the extent of approvals that will be needed to further the project The approvals process will in some degree affect the fees associated with it process. The site is moderately sloping falling fourteen feet in the area suggested for the building location. The site is currently wooded with a mix of predominantly hardwoods with some pine along Homestead Road.. For the purposes of this proposal, it is assumed that all major utilities required for the construction and operation of this facility are available either from the entry drive or on Homestead Road Scope of Services The services delivered for this project will include architecture, civil engineering, structural design, mechanical, electrical and plumbing design Augmenting these disciplines will be cost consulting, acoustical design, interior design and consulting for sustainable design directed at LEEDS certification This proposal includes full commissioning for the mechanical, electrical and plumbing systems It is exclusive of a full LEEDS certification The architect will coordinate his services with the civil engineer in obtaining the required use permits from the jurisdiction of Chapel Hill and the soil and erosion control permits from the jurisdiction of Orange County It is understood as of this writing that the parcel is currently encumbered by a Special Use Permit achieved for the existing Southern Human Services Building. The required permitting for this facility will be a modification of that Special Use Permit The expected duration for a modification of a SUP is 9-12 months Expedited review may be requested for a public property that reduce the review time The expedited review does not eliminate any of the process requirements, It does move the project through the process faster in that it is required to be reviewed by staff as a priority item and set first on every commission agenda.
