Adjournment – The next regularly scheduled meeting date is September 19, 2018.
Charge of the OUTBoard (from Section I, Part C of the adopted Rules and
Procedures)
1. The OUT Board is charged with advising the Board of County Commissioners
on the planning and programming of transportation infrastructure improvements
and other County transportation planning initiatives, as directed by the Board.
2. From time to time the OUT Board may be directed to provide input on
regulations on which the Planning Board has primary statutory and local
ordinance advisory duties. In such instances, the OUT Board shall serve in an
advisory capacity to the Planning Board.
Meetings (from Section IV, Part C of the adopted Rules and Procedures)
C. Date, Time, and Location of Regular Meetings
Regular meetings of the OUT Board shall be held as needed to address items that
require Board action consistent with its Charge and Duties identified herein.
Meetings are held on the third Wednesday of the month. The start time and location
of the meeting shall be included on the agenda and shall typically be 6:30 p.m. at the
Orange County West Campus Office Building located at 131 West Margaret Lane,
Hillsborough. The OUT Board Chair, in consultation with staff, shall have the
authority to change the start time and location of a regular meeting to meet any
special circumstances, provided the information is included on the distributed
agenda.

Theo Letman gave the year-in-review presentation that had recently been made to the Orange County Board of 45
Commissioners. He noted that it had been the first year of having a transportation department and of him being the 46
director of that department. He noted it was a year of change including new personnel, new vehicles, new services 47
and amenities, and new activities to implement new services and boost staff morale. 48

Theo Letman noted that his department had added five full-time bus driver positions and TeLeishia Holloway’s and 50
Allyson Coltrane’s positions. He reported that the department will soon add a transit asset mechanic position to meet 51
growing maintenance and compliance needs. 52

Alex Castro asked about the age of the fleet. Theo Letman answered that just before he assumed the Director 54
position the County replaced some vehicles and the older ones are now on a schedule to be replaced. The 55
replacement vehicles have a lower profile. Also, there has been positive feedback on the new logo, which is on all 56
vehicles. 57

Theo Letman noted that the Orange-Alamance Connector was implemented in December and he shared its route. 59
There is intention to market the route to increase ridership and an effort to include Tanger Outlet Mall in its route. It 60
currently runs from northern Hillsborough to the Cone Health facility in Mebane. 61

Theo Letman shared a photograph of a Simme Seat recently installed to serve as the bus stop in front of UNC 63
Hospitals in Hillsborough. He noted this photograph would be appearing in AARP’s national publication. 64

Theo Letman reviewed that staff members in his department have become active members of several national 66
industry organizations and have taken training opportunities. His department also created an employee-of-the-month 67
program. He shared slides of statistics and data and noted that a contractor, Nelson-Nygaard, will be working with his 68
department to create a 100-year plan addressing future growth scenarios. Public meetings will be held to share the 69
needs of OCPT. 70

Alex Castro noted that demand response generates the highest ridership, as Theo Letman had shared, and asked 72
whether the department has smaller vehicles to transport one or a few people rather than using a bus. Theo Letman 73
answered that the department does not at this time but is considering using a 20-foot bus or a van in the future. His 74
department is exploring moving toward an Uber style of service where one can schedule a trip from a cell phone. 75

Theo Letman reviewed that the Hillsborough Circulator II scored well for SPOT funding but it was pulled out by the D-77
CH-C MPO. He reviewed potential technology improvements including automated passenger counters and dispatch 78
scheduling software. 79

Alex Castro asked if AVL will be available to customers. Theo Letman answered it is called NextBus and you can use 81
it on your phone. He noted that TARPO scored 100 points for two vehicles. 82

David Laudicina asked if there is any document that shows how much new equipment or services have been funded 84
by the light rail bond. Theo Letman answered that GoTriangle publishes an annual report that has that information, 85
available on the GoTriangle website. 86

Donna Musson said there was talk in the past of hiring someone specifically for billing through NCTracks, (the multi-88
payer Medicaid management information system for the N.C. Department of Health and Human Services) because it 89
is cumbersome and she is wondering if there has been progress on that hiring. Theo Letman answered that he 90
attended a conference in Wilmington on NCTracks and found that every provider in the state is having problems with 91
it. His department cannot load trips into the software, which is required to receive Medicaid reimbursement. 92

Donna Musson said she has to use it for her work and has to procure older equipment to interface with it. 94

Alex Castro asked whether the department has had trouble getting drivers and/or keeping them. Theo Letman 96
answered that he has been able to hire and retain drivers and even attract experienced drivers from other agencies. 97

Public Health Education Director Donna King informed the Board that Allyson Coltrane was working on creating an 99
event to provide an opportunity for local service providers to take a transit ride so that they can be better informed 100
about the system that some of their clients use. This was also done a year ago, before Coltrane joined the newly 101
created department. 102

Alex Castro asked whether there is communication between the different transit service providers. Theo Letman 104
answered that there are regular meetings to discuss the connections and to make sure the timing is right for the 105
connections. He added that he is finding that a lot of folks want to go straight into Durham to the VA Hospital and to 106
Chapel Hill as well. Those preferences have been noted for the 10-year transit plan. 107

Lisa Berley asked Theo Letman whether he considers the steepness of the bus steps when buying a new one. Theo 109
Letman answered that he can definitely order a vehicle with a lower profile. He knows the steps can be difficult. 110

Abigaile Pittman noted the report began on Page 35 in the agenda packet. She reported that the bicycle safety 129
videos were almost complete and that she would be sharing the pre-cuts. The presentation to the Orange County 130
Board of Commissioners will be June 5. She reviewed who was involved in the filming and that the roughly 15-131
second public service announcement videos would be called: Riding Two Abreast, 4 Feet!, Emergency Vehicles and 132
Reluctant Driver. There is an animated logo as well. 133

Alex Castro asked who would do the marketing to get the PSAs out. Abigaile Pittman answered that the County will. 135

After sharing the pre-cuts, Abigaile Pittman shared the campaign road signage. She noted that in the first year there 137
is money budgeted to place seven signs on 10-foot poles but the subcommittee has identified a total 50 locations so 138
there will likely be future installations. 139

Abigaile Pittman shared a list of some of the launch activities including: using Orangecountybicyclesafety.com; 141
placing social media ads and posts and print and radio ads; distributing brochures and posters; tabling at events with 142
promotional marketing materials; sharing materials at the July 1 Picnic in the Park in downtown Hillsborough; holding 143
a bike rodeo/helmet initiative; and installing road signs. 144

6B. DISCUSSION ABOUT OUTBOARD ORIENTATION MATERIALS (ABIGAILE PITTMAN) 146
Abigaile Pittman noted that Pages 37 and 38 in the agenda packet contained the portion that she was asking the 147
OUTBoard to approve now. The grayed-out section will be the next section she works on. She asked whether board 148
members thought the re-written material would be helpful in this new format, which includes several links. The 149
OUTBoard answered positively. 150

7A. EFLAND-BUCKHORN-MEBANE ACCESS MANAGEMENT PLAN – PROCESS AND SCHEDULE (NISH TRIVEDI) 157
Nish Trivedi reviewed that the original plan that was adopted in 2011. It is being updated using the transportation 158
study done by Volkert last year. He noted that the attachment includes the process and schedule for this update and 159
that this board will review the plan September 19 and October 17. The current access management plan is on the 160

County website. The OUTBoard will see it with review comments from the Planning Board and then make a 161
recommendation to the BOCC. 162

8A. SPOT 5.0 LOCAL INPUT POINT RESULTS (NISH TRIVEDI) 166
Nish Trivedi explained that Efland-Cedar Grove Road was removed from ranking because Orange County 167
Commissioners had questions about what Hillsborough would do with that area. The other projects put forward will 168
be given full points. 169

Matt Day said he posted TARPO’s draft earlier that day. He reviewed that there is a Regional category and a Division 171
category. There is nothing from TARPO in the region category. He said in the division, both the Orange County 172
buses and the Old Greensboro Road project would receive 100 points from TARPO. 173

Nish Trivedi added that this does not mean those projects will get funded. He said the only local project in the 175
regional scoring right now is widening N.C. 86 north of Hillsborough to N.C. 57. 176

Alex Castro said he does not understand scoring…if there’s a project that is really only a Divisional level project, 178
does it not come to be because it does not have State or Regional impact? 179

Matt Day explained there are three pots of money and three scoring competitions. A project might only be eligible for 181
Division funding and other projects cascading down. The fact that a project is Regional does not impact how it scores 182
in the division. He said Division is only looking at Division when choosing the highest scoring project. 183

Nish Trivedi said only the N.C. 86 project can go from being a Regional project to a Division project. 185

Alex Castro asked if a bypass around Hillsborough would be Regional. Matt Day answered it possibly would be and 187
maybe even a Statewide project. 188

many in Hillsborough. 191

PURPOSE: Review and provide input on Draft OUTBoard Orientation, Section 2 material
(partial) and Section 3.
BACKGROUND: At its March 21 meeting the OUTBoard reviewed the Staff’s Table of
Contents for the OUTBoard’s orientation materials. The items for Section 1 were reviewed at
the Board’s April 18 meeting. The first four (4) items in Section 2 were reviewed at the
Board’s May 16 meeting (and are grayed out in the following outline), and the remaining five
(5) items of Section 2 and Section 3 are the subject of this August 16 meeting.

Format
The orientation materials will be available online, on the Transportation section of the
Planning Department’s web page. The materials will be included in a large pdf file, with sub-
files bookmarked as separate pdfs, and/or links will also be provided to materials that are
already provided elsewhere and/or regularly updated by other agencies, such as NCDOT
and the MPOs/RPO. In this way, information is uniformly and accurately updated by the
responsible agency.
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff recommends that the OUTBoard discuss as appropriate,
and provide input.

APPLICANTS NEEDED FOR ORANGE COUNTY ADVISORY BOARDS AND
COMMISSIONS
ORANGE COUNTY, NC (August 2, 2018) – One major way citizens can have a positive
impact on the future of Orange County is to volunteer to serve on the various advisory
boards and commissions.
Currently there are openings on the following advisory boards and commissions:
Orange Unified Transportation Board (OUTBoard) –This board provides information
and comments on major transportation issues. The Board also provides
recommendations regarding the overall planning and programming of transportation
improvements in Orange County, including identifying and prioritizing the county’s
roadway and transit needs along with associated costs and specific sources of funding.
The Board assists in development and review of the transportation component of the
Comprehensive Plan. A new initiative that is being addressed is bicycle safety. AS OF
SEPTEMBER 30, 2018 THERE WILL BE FIVE OPENINGS ON THE OUTBOARD.
ONE IS FOR A RESISDENT IN THE LITTLE RIVER TOWNSHIP, ONE IN THE
BINGHAM TOWNSHIP, AND THREE AT-LARGE ORANGE COUNTY POSITIONS.
