Parks and Recreation Council
Meeting Summary
Date: May 3, 2018

I. Call to Order: Roll was called and visitors introduced.
II. Additions or Changes to Agenda, Meeting Summary: no comments on March notes.
The Council thanked the BOCC for the annual gift given tonight.
III. Report of the Chair:
a. Welcome to New Member- Michael Zelek.
b. Vacancies-Cheeks Township and Cedar Grove Township remain open with no
current applicants in these townships.
IV. New Business
a. Indoor Tennis Facility Proposal-Guest Speakers Sally Brodeur and Rachel Hawkins
spoke of a new tennis facility idea. They are looking for more tennis courts and for a
number of them to be indoor courts. Ideally, they would like for them to be built at
the SportsPlex. Discussion then took place. Greeson asked about the Master Park
Plan. In 2023, the plan will be up for a 10 year review. The last needs assessment
resulted in minimal response for new courts. Williams Reid asked about the planning
of the expansion of the SportsPlex. It was designed over two and a half years ago
and construction began a few months ago with plans to finish this summer. These
plans do not include tennis courts. The PRC does not make decisions for the
SportsPlex. The representatives will make contact with Sportsplex management.
Representatives from the Orange Tennis Club added that Hillsborough needs more
outdoor tennis courts..
b. BOCC Review of Parks Capital (CIP) Projects (from April 10 meeting) Stancil
provided a print out of the recommended funding for CIP projects as recommended
by the County Manager.
V. Old Business
a. Friends of the MST – Memo of Understanding. Stancil says about 8 (eight) different
owners are involved with easements for the MST. A memo of understanding will go to
the BOCC in the next few weeks related to work on the MST. State Parks will help pay
for some of the easements. Trail building is happening with staff and volunteers.
b. Fishing Rodeo Relocation-The Fishing Rodeo has been going on since the mid-1970s
at Bob Strayhorn’s pond. June 2 will be the first change to Blackwood Farm Park from
Strayhorn’s pond. Gina Reyman moved to name the Fishing Rodeo be now named for
the Strayhorn Family. Greeson seconded the motion, all approved.
VI. Report of the Director
a. Updates on Other Projects, Facilities & Programs – Stancil spoke of using the new
fieldhouse at the SportsPlex basketball facility. He thinks the cost will be higher than
renting from the schools.
VII. Council and Committee Reports
a. Intergovernmental Parks Work Group. Stancil spoke for Robinson about the April
meeting of the group. Much of the meeting was about the MST.
b. Items from the Council –The board discussed attendance problems and how to
address. Williams Reid promised to speak to one member whose attendance has
been very low, but always excusable.
c. Friends of Orange County Parks and Recreation (FOPR)-The group is still looking for
just a little more cash to get up and running.
